Job Description

Ascension Information Services (AIS) is seeking a Solution Development and Programming Analyst to join a staff of professionals in the design, implementation and operations of clinical and business applications to support the Accountable Care Organization (ACO) model of healthcare delivery for the Seton Family of Hospitals in Austin, TX. Duties consist of working with clinicians, business owners, and IT personnel to design and integrate a solution stack to electronically capture the necessary quality measures in an Electronic Medical Record or Clinical Disease Registry/Health Information Exchange to support the collection and reporting of both commercial and government payer’s ACO quality measures.


Responsible for developing and integrating technology solutions to meet the program’s objective of providing quality healthcare outcomes and reducing the overall cost of care.  As a solution developer, you will be responsible for integrating multiple commercial products to enable Health Information to be exchanged between solutions.  A large part of your responsibility will be in harvesting data from disparate transactional systems and making the data available to a number of aggregation and reporting solutions (both commercial off-the-shelf products and internally developed solutions).  In general, the role will include the creation/revision of the following programming artifacts and deliverables:

  • SQL reports and extract scripts
  • Business intelligence Report / Dashboard design and creation
  • Interface design and associated data acquisition services/methods
  • Test Plan and Test Case development
  • Acceptance Tests

Specific responsibilities for this role include:

  1. Collaborate with other developers and subject matter experts to establish the technical vision and analyze tradeoffs between required functions, clinical impact, usability and performance needs.
  2. Work with program leadership to define program and operational reporting needs to included healthcare quality measures, care management effectiveness, program budget and financial performance measures and operational performance.
  3. Work with the business users, technical users, and functional teams to define and create the technical processes to extract and convert data from both legacy systems and newly implemented EHR/HIE solutions into a reporting framework that will support reporting (quality measures) and business intelligence.
  4. Work with other developers and architects to design application interactions and data sharing, access and synchronization processes that will fit into the overall population health architecture.
  5. Work with Medicare claims data provided by CMS.  Interface with Center for Medicare and Medicaid Innovation (CMMI) to address questions and issues with CMS provided claims data.
  6. Work with commercial claims data provided by multiple parties to derive insight into the managed, at risk population by working with business and technical resources in identifying care opportunities that will increase patient outcomes and decrease the overall cost of care for that payer’s managed population.
  7. Work within defined Data Governance as defined for the ACO program.
  8. Work with the integration team to design, test and complete integration activities which will leverage existing Data Integration processes and tools.
  9. Ensure data access methods and interfaces conform to HIPAA and hospital data security and privacy requirements.
  10. Assist with the development of test data as needed.
  11. Offer new ideas, solutions and/or options.

Job Requirements

To be considered for this position, the qualified candidate should have:

  • Requires a four-year college degree (e.g., B.S., B.A., Computer Science, Business Information Systems preferred)
  • Experience in one or more of the following solution sets: Microsoft SQL Server – Transactional SQL, Integration Services, Analysis Services or Reporting Services; Informatica - Extract Transformation and Load (ETL) tool suite; Oracle Business Intelligence Enterprise Edition (OBIEE) – BI tool suite; Cerner/eCW/Athena/Epic or other electronic medical records and associate HL7 interfaces; Integration Services through standardized service/integration architectures - Microsoft .NET framework; Microsoft Customer Relationship Management (CRM) Framework
  • 2+ years of system analysis and programming experience required
  • 1+ year working with web services or other transactional based data access or application integration methods
  • Strong SQL skills required
  • Prefer experience with or a working knowledge of healthcare terminologies including ICD 9, CPT 4 and interface standards including HL7
  • Strong analytical skills
  • Able to work independently with general direction and understanding of desired outcome
  • Excellent verbal and written communication skills; strong interpersonal skills are required to initiate, develop, and manage relationships
  • Innovative thinking to approach problems with curiosity and open-mindedness
  • US Citizen or Permanent resident ( Green card / EAD ) is required
