Job Summary/Primary Focus
•Establish and lead Financial Management for IT Enterprise PMO with primary focus to provide end-to-end finance/accounting support in building processes and to act as subject matter expert when liaising with other business units and DE support functions (e.g., Finance, Corporate Accounting, Procurement, PMO).
•Provide high quality IT capital performance reports and financial analysis summaries and succinctly communicate to leadership to support a robust understand of the capital portfolio status and overall health of the portfolio.
•Coordinate the overall financial planning, forecasting, processing, tracking and reporting for all lines of business across the IT capital portfolio.
Key Responsibilities
•Be responsible for annual budget planning and forecasting of operational expenditure (OPEX) and capital expenditure (CAPEX)
•Be responsible for monthly and quarterly OPEX and CAPEX financial performance analysis (actual versus plan), including monthly rolling-forecasts
•Drive the development and continuous improvement of Financial Management to provide greater cost transparency and to support management reporting and better business decisions
•Analyze project, program and portfolio spend and identify opportunities for improved efficiency and cost savings
•Provide decision-making support, e.g. development of business case, time tracking ability, reporting tools
•Build financial processes and activities – including but not limited to purchase orders, invoices, reclass, timesheets, and monthly accruals
•Ensure proper and robust financial and audit controls across the PMO, IT and Business stakeholders and assist with internal and external audits when necessary
•Continually demonstrate the business value of IT capital spend through alignment and support of business strategies and initiatives
•Build an appropriately sized finance organization consisting of the skills/capabilities needed to meet business unit demand
• Lead effort to design and implement a performance management framework that delivers relevant, value-added information and improves decision making

•Provide PMO cross-team support & collaboration to standardize DE Financial Management processes
•Maintain Business Partner Relationships with Finance, Accounting, Fixed Assets through transparency, proactive risk mitigation and prompt issue resolution

Minimum Qualifications & Abilities
•MBA and Bachelors in Finance
•5 to 7 years Budget Analysis, Financial Management, Risk Mitigation, Project Management and Contract Management experience
•Specific experience with generating staffing and personnel management plans strongly desired
•Strong understanding of commercial contracting or government procurement strongly desired
•Exceptional analytical skills
•Proficient with MS Project, Visio, Excel and/or Access; SAP experience is a plus
•Strong oral and written communication skills
•Self-motivated with the ability to disseminate issues efficiently/effectively
•Detail oriented and able to produce accurate work products
•Able to work and interface effectively with various leaders in organization to influence choices
•Able to handle multiple priority tasks, work well under pressure, and meet tight deadlines when necessary
