Job Description 

The Sourcing Director, Pharmacy and Laboratory reports to The Resource Group Vice President of User Directed Strategic Sourcing and is responsible for the timely negotiation and execution of pharmacy and laboratory related product and equipment contracts as assigned.  The Director is additionally responsible for outreach and coordination with The Resource Group Chief Pharmacy Officer.  With the strategy developed and requirements defined by the Vice President of User Directed Strategic Sourcing and the Chief Pharmacy Officer, the Director will lead system-wide initiatives on optimization of group purchasing contracts, best practices on resource management and identification of sourcing opportunities for pharmaceutical and laboratory related products, devices and software related to Closed Loop Medication Management.  The Director is additionally responsible for implementing pharmacy initiatives approved by Chief Pharmacy Officer and assigned by the Vice President of User Directed Strategic Sourcing.

Responsibilities:
  • Coordinates and leads all aspects of pharmacy and laboratory related contracting initiatives in support of strategies provided by the Vice President of User Directed Strategic Sourcing and the Chief Pharmacy Officer.  Works collaboratively with The Resource Group and ministry leadership, directors of pharmacy, laboratory managers as well as the group purchasing organization and wholesaler/distributor.
  • Operationalizes approved strategies, leads, and implements initiatives that result in system-wide contracts for therapeutic and non-therapeutic entities related to Closed Loop Medication Management, resulting in variability reduction and cost reductions across the organization.
  • Serves as the primary resource for all pharmacy and laboratory purchasing and contract related issues.
  • Implements and monitors compliance with group purchasing, DSH and 340B programs, monitors market share agreements, and committed program agreements..
  • Reviews monthly financial analysis, evaluation of market share and committed program agreement opportunities, and works with Participants to maximize program benefits.
  • Reviews monthly analysis of budget versus actual dollar spent at individual Participants and assists leadership in developing plans to appropriately reduce expenditures within the approved strategies.
  • Effectively works with the wholesaler/distributor to ensure correct contract pricing, service enhancements, and compliance with terms of wholesaler/distributor contracts.
  • Guides quarterly audits of the GPO and 340B contract price against wholesaler charges at
  • Participants, working with the wholesaler to recoup incorrect charges.
  • Participates in the development and implementation of approved cost containment measures.
  • Communicates directly with the group purchasing organization and wholesaler staff to address and solve for operational concerns or issues.
  • Coordinates the development and implementation of purchasing specific policies and procedures in support of the approved strategies.
  • Creates and disseminates operational score cards depicting key measures for each Participant.
  • Conducts thorough market analysis in identifying the most cost effective product available in the category considering the therapy and/or attribute decisions provided.
  • Ensures services are coordinated with other The Resource Group initiatives
  • Provides leadership for Chief Pharmacy Officer developed pharmacy strategic direction for leaders of The Resource Group and Participants and pharmacy initiatives.
  • Assists in reducing pharmaceutical and laboratory costs for Health Ministries and affiliates while maintaining high levels of quality, service, and safety.
  • Works closely with the Chief Pharmacy Officer and other clinical leaders on system-wide initiatives to achieve pharmaceutical and laboratory cost reduction and revenue optimization.
  • Travels to existing and new Participants to support initiatives for pharmaceutical and laboratory cost containment and contract optimization, when requested.
  • Support pharmacy and laboratory on-boarding activities for new Participants, including contract, formulary and clinical initiative conversion.
  • Track and monitor oncology and other high cost infusion drug usage in the inpatient settings and provide key indicators to leadership.
  • All other duties as assigned by the Vice President, User Directed Strategic Sourcing.

Job Requirements 

Education:

  • A Bachelor’s degree in related field is required.
  • A Doctor of Pharmacy (Pharm.D.) is preferred.

Experience:  

  • A minimum of five (5) years of hospital pharmacy management experience is required.
  • Management experience with group purchasing organizations, pharmacy/laboratory wholesalers, and experience negotiating and managing contracts for pharmaceutical and laboratory products and devices is required.

Certification / Licensure:

  • Must be currently licensed as a registered pharmacist within the United States and must be license- eligible as a pharmacist in the State of Missouri.

Knowledge, Skills and Abilities:

  • Excellent leadership skills.

  • Excellent organizational and communication skills.
  • Proficient in the use of Excel, Word and Power Point.
  • Demonstrated quality improvement implementation skills with regard to clinical processes.

  • Demonstrated ability of optimal utilization of pharmaceutical and laboratory products in healthcare applicable settings
  • Effective project manager.
  • Effective time management skills
