Atkins seeks an energetic, highly motivated, detail-oriented, self-starter to join our Austin staff as a Sr Tolls Back Office Systems Specialist. Under direction, applies technical professional competency in Toll Systems, Toll Operations and relevant Toll related Intelligent Transportation Systems (ITS) technology to the investigation of transportation planning, engineering and operational needs and problems, the coordination of Toll project activities, and the preparation of preliminary plans and documents. Reviews and analyzes the existing business policies and related IT/database systems and will support designing new system solutions to implement new business policies and/or improve business efficiency and productivity. The Analyst will work closely with various teams, examining and documenting existing business models and flows of related data and reviewing new business requirements. Based on the new business requirements, the Analyst will review recommended system solution(s) and, once approved, work closely with the team to implement the solution(s). The Analyst may also develop system enhancement requirements/specifications, provide cost/benefit analysis, and produce outline designs of new IT systems/solutions, specifying the data, files and logical operations the system. The Analyst should be familiar with Software Development Lifecycle methodologies.


Typical duties and responsibilities of this position are:


• Manages group of Toll Systems and IT professionals responsible for managing all toll operation aspects involving toll management system (TMS) and back office system (BOS) design, procurement, installation, integration, operations and maintenance of project toll systems

• Expertly assists TxDOT with HUB "Interoperability" requirements as a member of Team Texas

• Performs tolls BOS administration and corresponding network development

• Manages communications, including voice and data, between project facilities

• Manages BOS development and design, development of related toll system specifications, and procures related database (DBL) computer hardware and software in compliance with toll system specifications

• Assists in development of required inter-agency interfaces

• Coordinates between multiple disparate system vendors and oversees installation and BOS integration

• Monitors BOS and TMS performance and availability and manages supporting DBL system maintenance

• Troubleshoots BOS / TMS / DBL operational issues experienced by various toll system users • Manages project customer service center (CSC) and corresponding BOS / TMS Help Desk

• Provides BOS / TMS / DBL system reviews and analysis

• Develops BOS / TMS / DBL system enhancement proposals and database analysis

• Manages the TMS and BOS project management oversight (PMO) process, as a certified PMP, including project procedures and documentation, providing support to project managers on both the CSC software vendor teams

• Reviews and analyzes BOS / TMS / CSC software code and system processes

• Reviews new BOS / TMS / DBL business policies and requirements for CSC system impacts

• Reviews potential solutions and assessing them for both technical and business suitability and develops test scenarios and test cases

• Supports development of innovative BOS / TMS / CSC solutions to complex toll operation problems

• Works closely with BOS / TMS / CSC developers and a variety of end users to ensure toll operation technical compatibility and user satisfaction

• Oversees the implementation of BOS / TMS / CSC enhancement solution(s) and supports instructor training

• Supports adherence to toll operations program budgets and schedules


The appropriately qualified candidate will have the following core competencies and required experience:


B.S. degree in Civil Engineering or a Toll related subject such as Management Information Systems, Computer Science, Electrical Engineering, Transportation Planning, or Information Technology, plus at least four years relevant experience providing exposure to information and communication technologies and/or toll operations, including fiber-optic communication design, video systems, toll collection systems and sub-systems, toll infrastructure, electronic payment, or traffic management. Toll related Master's degree/MBA can substitute for one year of experience.


• IT / Back Office Software experience


• PMP certification or ability to get certification within the first 12 months of employment highly desirable.


• Project Management experience preferred.


• Strong business analyst skills necessary.


• Ability to “translate” business needs to system designs, and able to interact well with both technical (3M) as well as non-technical (TOD, Operations) staff.


• Oversees development and implementation.


• Must be viewed (internally and/or externally) as a technical expert or critical technical resource across multiple disciplines.


• Should be familiar with: IT Systems design, operation and troubleshooting.


• Must have demonstrated critical analytical skills.


Good technical writing, analytical and communications skills essential, including ability to present concepts verbally. Working knowledge of Microsoft Office products, including Word, PowerPoint, Excel, and Access is desired. Familiarity with the use of Microsoft Outlook or equivalent e-mail program is desired as well as the use of Internet and other information processing and storage techniques to support research of alternatives and the definition of designs and concepts.
