General Summary

The Operations Human Resources Manager coordinates the implementation of people-related services for multiple assigned service sites.  This position performs professional work advising team leaders and team members on the application of employment, benefitsa, and worker's compensation laws, regulations and ResCare's policies and procedures in the context of hiring, discipline, employment termination, training, compensation, benefits, leave, equal opportunity, and other human resources issues.

Essential Job Responsibilities

  • Assists with recruiting initiatives and refers direct support employment candidates for an assigned area.
  • Advises the HR Assistant in the replacement of vacant positions as quickly and economically as possible.
  • The position shall ensure the application and compliance with federal, state and local employment law for the assigned service sites.
  • Develops and maintains recruitment resources.
  • Advises operations on new hire orientation, ensures HRIS data is accurate, and generates/distributes HR related reports.
  • Ensures accurate records are maintained at the assigned service sites.
  • Compile and analyze complex information, and research and develop solutions to complex issues.
  • Advise on employment statutes, rules, regulations and policies affecting all team members.
  • Provide leadership in effective conflict resolution for all personnel.
  • Serve as a resource for team leaders in handling employee issues and assist them in counseling employees, conducting evaluations, staff training, problem-solving and consensus building.
  • Ensure all staff have appropriate training records and receive appropriate job related and HR related training for the assigned service sites.


  • Experience in HR related activities.
  • Demonstrated knowledge in the areas of federal, state and local employment law, employee benefits, and fair labor standards.
  • Must be proficient with computers and office equipment.
  • Bachelor's Degree in Human Resources or related field of study.
  • PHR or SPHR certification preferred.
  • 50%+ travel required.
