Job Summary:
The Administrator is responsible for administering, directing and coordinating the activities of the agency. The Administrator maintains a leadership role for the planning and achievement of goals and objectives that are consistent with the agency mission, philosophy, goals and objectives. The Administrator develops a system of staff communication that ensures coordinated implementation of plans of treatment and the utilization of necessary services for comprehensive care of patients. The Administrator acts as a liaison between the Governing Body, the staff, and the community. The Administrator complies with applicable laws and regulations and adheres to Medicare and Medicaid regulations. 

As an Administrator, you will: 
* Plans, coordinates, organizes, oversees, and directs the operations of the agency.
* Informs/educates staff on state and federal statutes, rules and regulations governing home care services.
* Ensures compliance with all applicable laws, regulations and standards, including, but not limited to, the CMS Conditions of Participation.
* Implements administrative policies and procedures relating to agency activities.
* Responsible for the daily operation of the agency program as set forth in the state and federal regulations and policies of the agency.
* Responsible for the direction of administrative and clerical activities for the agency utilizing OMNI processes.
* Ensures that qualified personnel are hired and that such personnel receive adequate in-services and timely evaluations.
* Ensures attainment of productivity levels by all professional and paraprofessional field clinicians.
* Directs installation of improved work methods and procedures to ensure achievement of objectives of the agency.
* Interprets and communicates new or revised policies of the agency to the staff.
* Implements standards and methods for measurement of effectiveness of agency activities.
* Develops implements and oversees an effective budgeting and accounting system utilizing OMNI processes.
* Participates in preparation of the annual budget.
* Communicates regularly with the Governing Body and implements agency policies for guidance of staff, patients, and the public.
* Reports to the Governing Body regarding changes that affect the agency.
* Develops goals for the agency staff.
* Authorizes purchases of equipment up to authorized limits.
* Participates in National State and Local association organizations and meetings.
* Maintains a current organizational chart delineating lines of authority from the administrative to the patient level.
* Cooperates with other health related agencies and organizations in community activities.
* Represents and interprets the agency's functions and services to other institutions, the public, government agencies and other organizations.
* Ensures that all staff is adequately orientated to the agency prior to patient contact.
* Ensures the accuracy of public information and materials.
* Designates in writing a direct employee who meets qualifications stated in state and federal regulation to serve as an alternate on site Administrator during absences.
* Notifies state home care agency as required by state regulations prior to or on the date of changes in Administrator or Alternate Administrator or address changes.
* Responsible for oversight of sales and market share growth.
* Participates in on call rotation as applicable.
* Assists with administrative on call as needed.
* Responsible for implementing and coordinating performance/quality improvement program.
* Assures that performance/quality improvement outcomes are effectively and accurately measured.
* Ensures completion of and presents annual program evaluation to the Governing Body and the Professional Advisory Committee.
* Oversees Private and MCR billing, payroll, AP, and AR and assures that proper billing processes/procedures are followed.
* Maintains responsibility for equipment inventory.
* Maintains up-to-date knowledge of applicable state and Federal laws, regulations and ensures agency compliance with and adherence to applicable laws, regulations, and standards.
* Ensures 24 hour availability of licensed professional nursing staff for the provision of home care services.
* Maintains comprehensive knowledge of state and federal guidelines and regulations.
* Completes projects/assignments within specific timetables.
* Attains goals as set forth in the annual performance evaluation.
* Submits documentation within required timeframes.
* Maintains strict confidentiality on patient, agency, and employee matters.
* Performs other duties as assigned.

Qualifications:
* Bachelor's Degree preferred.
* Currently licensed in the state of practice.
* Minimum of 1 year experience in supervisory, administrative and/or financial management in home healthcare or related health care field
* CPR agency policy.
* Current health certificate/physical examination and TB testing results (if applicable).
* Evidence of adequate health status to perform duties.
* Knowledgeable of the duties and functions of the agency and its relationship to the healthcare community and the community at large.
* Knowledgeable of the Federal Conditions of Participation and the statutory and administrative rules of the state's regulatory bodies to ensure compliance within the agency.
* Possesses excellent presentation skills.
* Demonstrates excellent interpersonal skills.
* Able to learn, assimilate and apply principles of current health care practice.
* Able to see and hear adequately to respond to auditory and requests which relate to the coordination of agency activities.
* Able to speak in a clear, concise voice in order to communicate direction for agency activities and staff.
* Possesses excellent computer skills and experience using Microsoft Office.
* Possesses excellent verbal and written communication skills with the ability to communicate across all levels of authority and to patients.
* Possesses excellent organization, problem solving, and project management skills.
* Maintains licensure requirements as applicable to the position.
* Maintains a valid driver's license and insurance as applicable to the position.
* Able to communicate effectively in English, both verbally and in writing.
* Travel required.
