Job Description

We are currently accepting applications for an Information Technology Manager to plan, direct, oversee, and manage the activities and operations of the Technology Services Division of the County Administrative Office, including establishing and maintaining an information technology strategic plan for the County involving all computing, data, software, systems operations, and data communications; coordinates assigned activities with other departments and outside agencies; provides highly responsible and complex administrative support to the County Administrative Officer; and performs related duties as required.

Distiguishing Characteristics

This single position classification controls the overall operation of the County’s centralized/de-centralized information services.

Example of Duties

• Manages and directs the day-to-day operations of the Technology Services Division.
• Manages services and activities on a County-wide basis including establishing and maintaining the information technology strategic plan for the County involving all computing, data, software, voice/data communications, and systems operations components of the plan and establishes supporting standards arid policies to assure system compliance.
• Recommends the development and implementation of goals, objectives, policies and priorities for each assigned service area.
• Manages the integration and coordination of County information systems.
• Recommends appropriate service and staffing levels.
• Serves as an advisor for the County information systems business and technology issues.
• Selects, trains, motivates and evaluates division personnel and provides or coordinates staff training.
• Works with employees to correct deficiencies and implements necessary disciplinary action.
• Oversees and participates in the development and administration of the division budget.
• Represents the Technology Services Division to other departments, and through the County Administrative Office, elected officials and outside agencies.
• Participates on a variety of boards, commissions, and committees.

Job Requirements

DESIRABLE QUALIFICATIONS

Knowledge of:
Operations, services and activities of a comprehensive information systems services program; local government and business principles ,and how they integrate into information systems technology; advanced principles anti practices of computer science, information systems and telecommunications,; methods and techniques of application development, system design and programming; operational characteristics of mainframe, client-server, and network operating systems.

Ability to:
Manage and oversee a comprehensive information systems program; manage diverse technologies, employees and client groups; relate technical concepts to business needs; ability to manage the integration of multi-jurisdictional information systems needs; plan, organize, direct and coordinate the work of lower level staff; select, supervise, train and evaluate staff; delegate authority and responsibility; ability to identify and recommend appropriate information systems needs for the County; analyze and assess programs, policies and operational needs and make appropriate adjustments; develop and administer department goals, objectives and procedures; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.

Skill to:
Provide effective and efficient leadership with regards to the implementation of a county-wide information systems equipment, serves as professional resource for all aspects of information services, including telephones, general communication devices, computer systems and related equipment.

TRAINING AND EXPERIENCE

Possession of a baccalaureate degree from an accredited college or university with a major in computer information systems, public administration, business administration, or a closely related field. A graduate degree in public administration or business administration is highly desirable. Five years of full-time, or its equivalent experience in information systems. A master’s degree in a related field may be substituted for up to two years of the required experience.
