Provide technical assistance with programs and policies regarding Behavioral/Psychological Health (BH/PH) as practiced within the clinical setting and in support of the Wounded Warrior initiatives.
Provide technical assistance with organizing, directing and facilitating independent multi-disciplinary teams composed of medical, administrative and leadership professionals to develop programs, plans and strategies regarding the delivery of behavioral/psychological health to Soldier and other beneficiaries.
Work independently; manage complex planning and implementation schedules
Provide assistance and recommendation with the preparation, coordinate, track and adjust multi-year budgets for personnel, facilities, equipment and supplies
In coordination with higher headquarter (OTSG, MEDCOM, TMA, TROs and a variety of prepotency offices) provide technical and consultative assistance with the development of policies and procedures for operationalizing the various initiatives related to the delivery of Behavioral/Psychological Health services within the Great Plains Regional Medical Command.
Provide technical assistance with strategic planning, organizing, resourcing and coordinating the operations of BH/PH clinical services across the GPRMC. Will provide technical assistance in developing policies and practices for personnel and resource management (inclusive of facilities, supplies and equipment), program development and implementation, and systematic internal review for all project activities. Specific program involvement include: the Army’s RESPECT-MIL (a program directed by The Army Surgeon General (TSG) to provide primary-care based screening, assessment, treatment, and referral of Army Soldiers with depression and post-traumatic stress disorder (PTSD)), all facets of Resiliency Training, Automated Neurological Assessment Metrics (ANAM), Pre/Post Deployment Health Assessments, Suicide Prevention, Behavioral Health Case Management, and other studies and analysis necessary to plan for the delivery of BH/PH for Soldiers and beneficiaries.
Coordinate with other BH/PH subject matter experts and specialty providers outside of GPRMC, to include providers in other Regional Medical Commands (RMCs) and/or Department of Veterans Affairs (DVA) partners, and/or TRICARE partners.
The BH/PH Regional Program Manager will monitor the TBI/PH- related behavioral health workload throughout GPRMC and when warranted make recommendations for additional provider hiring or other resourcing requirements to the COR for the Government’s consideration.
Provide technical assistance in creating/updating GPRMC Operating Orders (OPORDS) in order to disseminate policies, establish standardization of BH/PH programs across the command and identify timelines and milestones for program implementation and sustainment.
Provide technical assistance in the day-to-day management of overall contract support operations, possibly involving multiple projects and groups of personnel at multiple locations.
The BH/PH Regional Program Manager will work with behavioral health specialists throughout GPRMC to establish and maintain an efficient regional appointment scheduling processes to improve access to care.
The BH/PH Regional Program Manager will continually research and make recommendations regarding improving the efficiency and quality of critical BH/PH process and delivery issues (to include care within the Direct Care and Purchased Care systems and across different media platforms such as telemedicine); provider presence considerations; informed consent requirements; inpatient and outpatient workload accounting and other return on investment metrics; and clinical encounter documentation in the Armed Forces Health Longitudinal Technology Application (ALHTA).
In reference to program development and education, the BH/PH Program Manager will develop various venues to ensure MTF PH personnel are aware of nuances of the program, to included limited assisatance vistis, invlovement with the Organizational Inspection Program (QIP), and/or coordianting conferences for all GPRMC BH/PH staff to attend.
The BH/PH Regional Program Manager will be responsible for providing technical assistance to the Director of Clinical Operations for preparing informational updates to the following organizations: Office of the Surgeon General (OTSG) Prepotency Office for Rehabilitation and Reintegration (PR&R); PTSD-TBI/BH Integration (PTBI); Defense Center of Excellence for Psychological Health and Traumatic Brain Injury (DCoE PH and TBI) (to include the Defense Veterans Brain Injury Center); as well as any other appropriate external inquiries.
Requirements
Training and experience in Program Management related to Psychological Health, Traumatic Brain Injury and other Health Care delivery programs.
Contract employee requires excellent interpersonal skills, as well as demonstrated written and oral communication skills. In addition, contract employee shall have excellent computer skills relative to all Microsoft Office programs, notably Excel and Access.
A Bachelor’s degree and four (4) years of clinical care experience.
A minimum of two (2) years in Healthcare Management or equivalent work experience and experience within the Military Health System.
