Job Summary

The VP Applications Development will be responsible for recommending, developing, implementing and monitoring all business systems across the enterprise, The VP Applications Development will be required to work closely with all IT, business functions and senior management to come up with a single Applications vision that will enable the business to deliver competitive customer solutions. The key areas of this position’s focus will be the creation of innovative customer solutions around 6 business service areas: Group Purchasing Solutions (Full Contract Management System), Supply Chain Solutions (B2B exchange and procurement outsourcing), Workforce Management (Full Labor Management Solution and exchange), Clinical Consulting, and Informatics.  A large focus of the VP Applications Development will be in developing a comprehensive applications strategy in conjunction with the overall IT strategy, developing a road map, and outlining and executing a plan that will achieve the strategic goals. This role will also investigate industry trends and key research bodies and provide guidance and recommendations to senior management.

Essential Job Functions

  • Recommending, developing, implementing and monitoring application systems, tools, standards and procedures.

  • Work closely with all IT and business functions to define technical standards for all core application systems that will be used to make strategic decisions with customers.

  • Responsible for understanding the business use of applications in various customer services and providing the best and cost effective solutions.

  • Establish the stewardship for applications governance and architecture process and control procedures.

  • Work with the IT teams to consolidate redundant application technologies including cost benefit analysis and establish controlling procedures for introduction of new application technologies across the organization.

  • Evaluate potential impacts on business unit operations when new application systems and technologies are introduced.

  • Participates with vendors in the assessment of application technologies, tools, methodologies, sourcing, etc.

  • Performs at or above the Broadlane performance standards.
  • Investigate industry trends and new technologies, providing guidance and recommendations to senior management.

  • Provide consulting to project teams, and perform assessments of infrastructure and application assets, identifying potential and actual system risks and recommending corrective measures.

  • Perform all activities in compliance with the internal and external requirements / standards for Health & Safety, Quality, Regulatory and Finance.
  • Requirements
  • Good understanding of ERP solutions like Peoplesoft, its components such as Peoplesoft Business Warehouse, and operational practices of downstream systems.

  • Thorough understanding of customer developed ERP solutions using .Net, JAVA, Agile, SQL and the integration/interconnectivity.

  • Microsoft Office Suite: Word, Powerpoint, Excel, Outlook, Visio, Project and Internet Explorer.

  • Thorough understanding of data communications and integration, and the concepts, theories, and practices of advanced technologies.

  • Mastery of the principles, theories, techniques, practices, and policies and procedures of technical standards, and controls.

  • Excellent communication, interpersonal and presentation skills.

  • Demonstrated analytical and problem-solving skills.

  • Leadership:  The job holder must be seen as a credible business partner by peers and the ITLT.  Strong leadership will be required to develop the new architecture organization and to perform effectively as a IT service.

  • Management Skills:  The job holder must be able to manage a  virtual team of experienced technical staff.  His/her direct reports and staff will be responsible for delivering high quality, on budget, within schedule technology enabled business solutions as an IT service.  He/she must have demonstrated technical matrix organization management experience. 

  • Communication & Influencing: The job holder must clearly convey information and ideas through a variety of media to individuals or groups in a manner that engages the audience and helps them understand and retain the message.  An individual with excellent interpersonal skills and influencing ability who can win the confidence of individuals at all levels, both inside and outside of the organization.  

  • Teamwork: An individual who can work effectively in a collaborative environment and foster teamwork with their peer group, their team and with business / functional leaders.

  • Technical Expertise:  The job holder must have a background in successful information technology systems development, systems management, project management and solution delivery

  • Business Acumen:  The job holder should possess strong analytical and process management skills and have a broad understanding of group business strategy and operations.  He/she must be able to clearly articulate the business value proposition for all IT enabled business solution initiatives considered by the Investment Management process.

  • Proven strategic and tactical thinker. Demonstrated capacity to isolate issues for his/her team and help the organization focus on implementing both top-level, strategic solutions as well as the day-to-day tactics that are necessary for success.

  • Successful candidates will have a history of demonstrating positive initiative championing ideas and accepting disagreement with maturity for the good of the business.

    Required Experience and Education
  • Bachelor’s degree in Computer Science or a related field, or an equivalent combination of training and experience.

  • Ten+ years of experience in an information systems environment, with strong knowledge of .Net and Java based systems.
