II. PRIMARY DUTIES AND
1. Decompose supplier
provided proposal and Cost or Pricing data into constituent estimating elements
for analysis and determination of price reasonableness.
2. Perform indirect rate
analysis and direct labor cost analysis to determine reasonableness of supplier
cost burdens applied to direct elements and develop detailed rebuttal
3. Interpret results of
engineering Technical Evaluations for incorporation into analysis.
4. Develop walkdown
positions by cost element to include the application of weighted guidelines in
order to establish summary conclusions, recommendations regarding supplier
pricing and provide basis for negotiations.
5. Utilize company standard
formatting and templates for document generation
6. Submit final work
products to Adequacy Review Board for review prior to customer submittal.
The ideal candidate will
need the following:
Education: Bachelors Degree
in Finance, Accounting, Business Administration or similar degree.
Background: Experience in proposal preparation and
analysis with working knowledge in Cost & Price Analysis, Commercial Item
Determination (CID) proposal preparation for Department Of Defense procurement
activities. A thorough understanding of Federal Acquisition Regulations (FARs)
with an emphasis on 15.2 compliant proposals is required. Familiarity with Cost
Accounting Standards (CAS), Contract Cost Principals and Procedures and
adequacy of Accounting and Proposal Preparation procedures is also necessary.
