The City is dedicated to improving the quality of life for its residents by implementing a wide variety of projects and programs and strives to be a model for other rural communities in the Central San Joaquin Valley. According to the 2010 census, roughly 4,000 people live within the City limits. The City: The City of San Joaquin incorporated in 1920 and is located 35 miles west of the City of Fresno near Interstate 5 and State Routes 33, 180, 145, 41, and 99. Manning Avenue runs along the southern edge of the City connecting to the eastside cities of Fowler, Parlier, Reedley, Orange Cove, and to Tulare County. With its beautiful agricultural landscapes, its western vistas of the west coast ranges, and close to major urban centers such as Los Angeles and San Francisco via I-5, the City of San Joaquin is a vibrant cornerstone within the County of Fresno. The Position: The City seeks a dynamic, respected and skilled administrator with a demonstrated track record of leading management and municipal strategies that promote growth and create distinction among communities. The ideal candidate will be an analytical thinker and high-energy leader with innate ability to influence decisions and gain the trust of peers, citizens, governing bodies and staff to optimize the goals of a forward-thinking municipality The City Manager will be a strong manager and collaborative as well as a team player to forge strong relationships with the community and act as a liaison between the City and its community. Candidates for this position must possess a strong background in municipal management and/or comparable/applicable private sector experience. A Bachelor's Degree in Public Administration, Business Administration, or a related field; prior experience as a City Manager in a city of comparable size and complexity or as an Assistant City Manager in a larger city is preferred. Required Qualifications: Applicant must have a Bachelors of Arts or Science in Public Administration or a related field minimum of 3 years of high level knowledge of management and budgetary experience. B.A. /B.S. Degrees along with Master's degrees can be exchanged in combination to 5-6 years of high level management in the private and/or public sector. Any combination of education and/or experience is accepted which has provided the knowledge, skills, and abilities necessary for satisfactory job performance. Bilingual preferred.
