Senior Manager, Enterprise Learning




Robert Half is seeking a Senior Program Manager, Global Learning to  play a key role of ensuring the approved portfolio of enterprise learning programs, initiatives, and projects are coordinated and progressing.

The position will act as a partner to the other Enterprise Learning Managers and will oversee the Corporate Services and Leadership Development learning design portfolios.

The position will work through many layers of the organization and ensure that Staff Development is aligned and coordinated in delivering the required professional contributions and departmental specific support for important performance improvement and training initiatives and projects.

This role will be responsible for establishing and maintaining strong stakeholder relationships with Staff Development business partners and enterprise project management teams. The position will manage an Instructional Design team and hold accountability for the successful completion of projects assigned to these resources, helping teams involved in specific initiatives partner effectively in moving the initiatives forward toward rollout in accordance with the agreed upon schedules. Roll up status, provide detailed project reporting, scope and assign project work. This role will represent the Corporate Services and Leadership Development Portfolio initiatives at Board of Education meetings.

Specific responsibilities include:

  • Lead the design and development of engaging and structured learning and development at the organizational level by playing a key leadership role in defining the strategic content strategy in support of the designated portfolio.
  • Maintain a strong partnership with Enterprise Learning project teams as part of facilitating decisions regarding rollout timing and strategies.
  • Support and engage senior leaders and stakeholders to determine learning solution needs. Determine timelines and resourcing projections based on current and in queue project requests.
  • Determine potential resource or adoption capacity risks and provide recommendations to senior management.
  • Manage the day to day operations of the Instructional Design team and provide formal and informal coaching, feedback, course correction, and professional development.
  • Evaluate individual and team performance regularly, document and roll-up through discussion, reports, and in-place systems.
  • Provides direct supervision to Instructional Designers. Writes and delivers performance reviews. 
  • Provides feedback, coaching and guidance where appropriate to enhance skill development including recommending developmental activities. Implements rewards and discipline of staff.
  • Conveys clear expectations delegating assignments to the appropriate skill set. Holds managers accountable for achieving departmental goals.
  • Act as a point of contact for instructional design requests from key business partners inside RH conducting a thorough review of requests and framing them to recommend the appropriate responses, including online and live learning methodologies, as well as organizational effectiveness approaches, such as organization or job redesign, new on-the-job learning methods, change management and communication plans.
  • Consult with stakeholders, product managers and business analysts to identify training needs and propose creative learning options and solutions appropriate for business and learning objectives.
  • Develop and manage small- and large-scale instructional design projects, including all details, such as purpose, business objectives, learning objectives, project timetable milestones (and go/no-go points), team member roles and responsibilities, resources required, service level agreements, budget, rollout plans (including pilot, refresh, and sunset), follow-up and project evaluation plans, reports, and review and approval cycles
  • Using solid adult learning principles, design and develop leading-edge, creative, and highly engaging learning interventions, including storyboards and outlines, integration between live and online learning, immersive linear and non-linear e-learning design, specialized visual models and graphics, learner skill and knowledge tests, narration scripting, sound recording and integration, programs that conform to SCORM and other technology standards, announcement and communication approaches. 
  • Collect and analyze quantitative and qualitative data to develop fact-based recommendations, as well as progress and success measurement approaches.
  • Ensure that all interventions are aligned closely with the products and services that exist or are being developed by other groups within Staff Development.
  • Partner with leadership and peers to prepare and implement content strategy for technical implementation efforts such as the LMS and LCMS.
  • Support department implementations related to the design shop and facilitate required adoption.
  • Become well versed in the tools and processes used by Instructional Designers to provide guidance and troubleshoot.
  • Participate in content migration and governance projects that help the business make content archival and management decisions
  • Responsible for making budget recommendations based on the needs of the team, technology assessment and recommendations, development opportunities, travel.
  • Develop strong relationships with key internal clients to enhance long-term communication, effectiveness, and understanding of end-client value propositions.
  • Support Robert Half’s overall staff development efforts by developing or participating in the development new instructional design and delivery capabilities, such as social media, simulations, gamification, and peer-contributed knowledge bases.
  • Stay abreast of learning trends such as new technologies, standards, regulatory changes, internal and external workforce dynamics, performance trends and development programs to proactively recommend interventions aligned with the strategic plans and business targets for Staff Development, Operational Support, and the entire Robert Half organization.
  • Maintain weekly1:1s with individual team members.
  • Run regular team meetings and plan to cover transparency topics to roll communication from leadership down to staff level.
  • Partner with PMO to maintain and manage team status reports and verify individual status reports.
  • Manage requests in ECM and update status as projects progress and provide monthly updates to PMO for BOE.
  • Ensure team is using standard processes and best practices to create a seamless customer experience.
  • Maintain proactive and timely communication with clients and stakeholders.
  • Partner with PMO to manage the portfolio and track and report issues
  • Partner with PMO and Learning Architect define and measure success metrics and monitor progress
  • Support communication and change management efforts by leadership
  • Support organizational design and definition of roles and responsibilities
  • When external resources are needed, help specify exact requirements and participate in selection process, including recommending vendors, reviewing candidates, and making purchase recommendations.  May also be responsible for day-to-day management of external resources for assigned projects.


  • Bachelor’s degree minimum, preferably in a learning and development discipline.
  • Instructional Design Methodology, Project Management
  • Experience with MS Project, Visio, Advanced Excel, Advanced PowerPoint, Desktop Publishing and Word.
  • Experience with C-Suite / Board level reporting is a plus.
  • Instructional Design, Adult Learning, Instructional Technology or similar
  • Documented experience supervising direct reports (3 years minimum)
  • 8+ years developing learning solutions in a corporate environment
  • Proven track record for working with Sr level managers to develop strategy, analysis, and presenting in depth proposals
  • Proven leadership skills.
  • Excellent oral and advanced written communication skills.
  • Experience developing learning solutions for sales organization is a plus.
