ICAT provides property insurance protection to small and middle market business owners located in hurricane and earthquake exposed regions of the United States. Named Hurricane protection is provided to residential property owners in Hawaii.
Small Commercial and Hawaii Residential accounts are underwritten and bound using an Internet-based platform that provides instant quotes 24 hours a day, 7 days a week. Middle market accounts are underwritten and quoted by ICAT's experienced team of Commercial Property Underwriters. All production, underwriting, administration and risk management functions are delivered by ICAT Managers, LLC, a broadly licensed managing general agency that was formed in 1998.
ICAT retains underwriting risk through ICAT Syndicate 4242 of Lloyd's of London and through
ICAT Specialty Insurance Company, a Florida domiciled insurer licensed to underwrite business in Florida and Hawaii.
Claims administration services are provided by Boulder Claims, LLC. Boulder Claims has successfully administered the adjustment and settlement of thousands of claims emanating from the 2004 and 2005 Storm Seasons including Hurricanes Charley, Frances, Ivan, Jeanne, Rita, Wilma and Katrina.

ICAT and Boulder Claims Selected by Citizens Property Insurance Corporation in Florida
Boulder, Colo. – ICAT Managers, LLC and Boulder Claims have been named by Florida’s Citizens Property Insurance Corporation as policy and claims service providers for Citizens’ recently authorized commercial nonresidential multiperil product.
“We are very excited to help Citizens deliver much-needed capacity to the general commercial market,” said ICAT President Ed Kelly. ICAT Managers, LLC and Boulder Claims are subsidiaries of ICAT Holdings, LLC.
“ICAT is committed to delivering best of market service to the retail agent community that serves Florida’s business owners,” Kelly said.
ICAT will provide support to Citizens for a commercial nonresidential multiperil product starting Sept. 1. The ICAT appointment was approved by the Citizens’ Board of Governors during its regular board meeting April 26.
ICAT received the highest score of five insurance and service organizations responding to Citizens’ RFP seeking policy administration and claims handling services for the new line.
“ICAT is known and respected for its expertise in delivering quality insurance products and services through their Internet-based application and policy services platform,” said Scott Wallace, Citizens’ president. “We believe this new relationship will effectively complement Citizens’ commitment to deliver the highest quality service to our agents and policyholders.”
ICAT helped Florida initiate a general commercial product for small business owners last August for the Florida Property and Casualty Joint Underwriting Association. “That experience certainly helped us to better understand the unique needs of Citizens’ new commercial product offering,” Kelly said.
“I’m proud of the accomplishments by the ICAT and Boulder Claims team supporting the PCJUA and we are excited about the opportunity to help Florida alleviate the commercial insurance market crisis it faces,” he said.
