Director of Export-Import Licensing
Job Description
The Director of Licensing manages and oversees all aspects of Export and Import (Ex/Im) licensing issues at Raytheon, including all ITAR, EAR, and import licensing issues. The Director will be the Company's lead licensing individual, and will ensure all aspects of licensing activities for all the businesses are appropriately managed, accurately submitted and presented in a timely fashion. In conjunction with the Vice President, the Director will be responsible for assessing Raytheon's current licensing structure, making recommendations, and driving a more streamlined and efficient approach for that centralizes the production of all export authorizations. In addition, the Director will serve on the Ex/Im Operations Senior Leadership Team and provide support to the Vice President as necessary.
Licensing Responsibilities
Oversees all licensing demands presented by Raytheon internal customers
Works with Raytheon businesses, programs and functions to develop and execute strategies for minimizing RWA rates, ensures quality and enhances Raytheon's Best in Class approach to licensing. This includes, but is not limited to:
o Creating a proactive licensing process that ensures business capture
o Developing a proactive quality review process that ensures the best quality of authorization submittal to the various relevant agencies
o Proactive implementation of changes in the Raytheon Gate process that enhances visibility of upcoming pursuits while providing knowledge to our business development teams across the enterprise
o Providing assistance in M&A transactions to include incorporation of Raytheon licensing processes to all acquired companies
o Building and strengthening internal strategic alliances with the relevant regulators and internal customers
Working with the Ex/Im Learning Lead to identify specific training for the licensing staff and conducting regular education and legal update sessions for license specific issues
Required Education: Bachelor degree in business administration, law or a related field
Required Experience:
At least 14 years of experience in Ex/Im licensing
Deep experience in licensing ITAR and EAR matters
Expert understanding of complex licensing issues
Intimate knowledge of the regulator (DDTC and Department of Commerce)
Demonstrated experience leading teams and managing projects
Ability to travel between 25% and 30% of the time, both domestic and international

Strong communication skills with the ability to clearly and succinctly deliver messages to audiences of varying levels
Demonstrated ability to integrate various views and represent and share business needs and functional best practices and lessons learned
US Citizen with the ability to obtain/retain a security clearance
