APS Healthcare is seeking a field-based Regional Outreach Development Director. The Regional Outreach Development Director directs and manages the regional process for meeting annual outreach and development goals by identifying, following, and developing leads and relationships with all market channels including health plans.

Essential Functions:
• Develops an outreach plan that addresses all regional market channel entities with either existing or new business potential. Creates opportunities to influence health care policy and reform. Works the plan daily by contacting leads, meeting with influencers and decision makers, sending out program information, attending conferences to make valuable contacts, and insuring that all leads are aware of APS? programs.
• Supports the RFP/upsell/expansion process by developing and implementing constituent support strategy. Assists design lead on technical response when custom program/responses are needed and edits to insure proposal reflects the strategy and best approach to insure success. Upon wins, collaborates with implementation team and new ED to transfer local constituent relationships.
• Participates as a member of the Business Development Team by attending trainings on company and product development, communicating with Business Intelligence regarding opportunities in region, sharing intelligence learned from meetings and conference attendance that may shape product development activities, and advises other sales staff and/or account management of opportunities they have learned of in their areas.
• Enters and maintains on a daily basis, all activity in sales software to insure management information for forecasting is current, and advising other sales staff of leads and prospects being worked to avoid duplication. Follows standard conventions regarding proper entry and maintenance of this data.

Education:
• Bachelor's Degree in business, healthcare or related field required.
• Masters degree preferred.
• Degree in management/design experience in health field is a plus.

Qualifications:
• Minimum of 6-8 years of experience in health policy or management
• Varied work experience in Disease Management, Public Health Program Management, Policy Development in Government health departments or both general and behavioral programs is a plus
• Strong knowledge of the sales process from lead generation to successful completion of sale and contracting
• Knowledge of who the influencers and decision makers are in the various markets assigned, i.e.; state government, public agency, federal government
• Strong health care/clinical knowledge
• Familiarity with the programs offered and their value propositions
• Excellent interpersonal skills
• Excellent communication skills both oral and written
• Ability to analyze opportunities from a variety of perspectives, i.e.; pricing, product, APS capabilities, potential profitability, opportunity, cost, etc. and make recommendations
• Assess potential opportunity for appropriate fit with APS capabilities
• Assess potential opportunity for ability of APS to compete on price
• Determine markets, leads, programs that have highest positive potential and triage efforts to those identified.
• Ability to have a strong awareness of competitors and how they compare to APS
