Description
Our client is a mid-sized professional and IT Services firm serving multiple customers in the Government for over 30 years, they are headquartered in Fairfax, VA. They are in need of a Senior Contracts Manager to provide senior leadership and supervision for the company’s contracts personnel; and implement effective processes, policies and procedures for the contracts department.
A successful candidate must possess the ability to.
· Develop appropriate winning strategies for major proposals in response to solicitations; negotiate all terms and conditions for the resulting contracts; identify and mitigate contract risk; negotiate NDA's and Teaming Agreements; and oversee cradle-to-grave contract administration of government contracts.
· Manage/coach/mentor senior personnel charged with conducting front-end strategic assessments of business pursuits; lead the management of large ID/IQ contracts; review statements of work/contract terms, advise senior leadership of contractual risks and provide creative mitigation plans.
· Develop proposal pricing strategies and associated rate structures to optimize contract revenue and profitability; and articulate and establish sound contractual policy to facilitate successful contract implementation. The portfolio of contracts is Government/Federal, predominantly Fixed Price and T&M, with a heavy emphasis on working with small businesses.
· Be responsive to complex inquires from both internal and external customers regarding contractual issues by providing sound advice and guidance.
· Provide senior level contract reviews and oversight to ensure all terms and conditions are met, all contractual requirements and deliverables are provided on time and within budget, and all identified problems are resolved/mitigated quickly and effectively.
· Challenge paradigms, lead change, and add vigor and discipline to controls and reporting processes.
· Provide timely contractual advice on critical areas such as OCI, performance-based acquisition, risk mitigation in a firm fixed price environment, and all other areas of concern to the Project, Program and Business Unit Leaders.
· Responsible for reporting small business goals and other contracts related reporting.
Requirements
· Performance Based Acquisition experience required
· Candidates should have 10+ years of solid experience directly related to administrating and managing T&M, FFP, CPFF, FPP/LOE and/or IDIQ task order type contracts with the Federal Government is required.
· Must be familiar with FAR and DFAR clauses.
· Capability to work in a fast-paced environment, handle multiple, concurrent activities with short turn-around times.
· Candidates must be US citizens and willing to undergo a background investigation in order to be granted access to classified information.
