Job Description 

The Management Analyst shall be responsible for conducting financial support activities for a mission support Branch within a major Immigration and Customs Enforcement (ICE) Office of the CIO (OCIO) Division. Duties include the following Branch support:
  • Oversight of budget planning and execution
  • Compiling and submit complete procurement packages, which may include the following artifacts and require multiple approval levels: (sole source justifications, market research, etc)
  • Tracking requisitions through the procurement lifecycle
  • Developing regular financial reports, re: budget planning, budget execution, and contract burn rates
  • Processing and tracking Other Direct Cost Authorizations
  • Responding to financial data calls

The Management Analyst will work in concert with Division-level Financial Analysts and must be able to understand Branch financials in the context of a larger Division picture.

The Management Analyst must be able to assess products and financial procedures for compliance with Government standards, accounting principles and multi-tiered system application standards. The Management Analyst must be able to grasp interrelationships between financial management requirements and automation solutions, considering the current system environment, and the potential integration of added systems concurrently or later.

The Management Analyst must prepare financial milestone status reports and presentations for fellow Financial Analysts and the customer.
 


Job Requirements 

Additional Knowledge and Skills:
  • Ability to communicate effectively, orally and in writing, with senior management.
  • Ability to conduct detailed research and analysis of technical and cost data.
  • Ability to multi-task while maintaining a very high attention to detail.
  • Ability to grasp and work within a complex financial picture and correspondingly complex business practices.
  • Ability to communicate with technical personnel and meet the Branch's financial requirements as one of a handful of non-technical Analysts in the Branch.

Education Requirements:
Bachelors or equivalent substitute experience. Bachelor’s degree or equivalent in finance, accounting, business, or other related scientific, functional, or technical discipline.

Experience Requirements:
  • Minimum of 5 years of experience or equivalent substitute education, including 4 years of specialized experience in financial management. Must have worked in concert with other Financial Analysts in support of and onsite with the government client.
  • Must understand government accounting best practices and have working knowledge of acquisition best practices - particularly as it relates the purchase of hardware/commodities and tracking funds on large contracts.
  • Experience working with the Federal Financial Management System (FFMS)

Must be a US Citizen with the ability to obtain and maintain a public trust.
