Description
PRINCIPAL OBJECTIVE:
Provides support for and sets the strategic vision and direction of the Information Technology function. Oversees and coordinates development and design, maintenance and utilization of the Clinic information systems, interface with computer vendors, problem solving as needed, employee computer training and special projects as assigned.
DIMENSIONS/SCOPE OF POSITION:
Performs centralized management functions for company functions in areas of end user support, network/server support, network monitoring, network assessment, security, data back up and disaster recovery, and integrating enterprise network systems. This position has access to sensitive information. The network systems may be comprised of, but not limited to, clinical systems, accounting systems, billing systems, email systems, and telephone systems.
ESSENTIAL DUTIES/RESPONSIBILITIES:
- Monitors the use of the computer system and system performance within the Clinic, ensuring that the system is utilized to the fullest degree possible.
- Oversees the administration of LAN/WAN. Serves as primary computer expert with the Clinic. Responsible for overseeing the installation and support of all hardware, software and communication systems.
- Plans, designs and oversees disaster recovery planning and testing including documentation of these processes.
- Interacts with senior management to plan long range goals, policies and budget related to data processing. Establishes priorities for system modifications and ensures such requests are consistent with organizational/manager goals.
- Determines staff, space, equipment, supply requirements, prepares/recommends department budget and ensures that department operates within allocated funds.
- Works in conjunction with Purchasing Department to retain an on-going relationship with computer vendors and business partners. Servers as contact person in the Clinic for all technical communication with such vendors. Evaluates and recommends hardware and software acquisitions.
- Works with CFO and Purchasing Manager to negotiate contracts for equipment maintenance and acquisition and software purchases. Ensures that department facilities and equipment remain in a safe condition.
- Ensures that appropriate maintenance/support agreements are in place, contract compliance is continued and that scheduled maintenance is performed on a timely and regular basis.
- Customizes the system or develops the request for such customization through the computer vendors to meet user needs. Coordinates information concerning all software changes, updates, new procedures and other pertinent information to the user community.
- Is responsible for interfacing software criteria for interactions between departments. Is responsible for investigating/solving software and hardware inquiries from the user community.
- Assures user requests are processed in a timely and courteous manner. Works with other managers to meet their technology related goals.
- Responsible for telecommunications hardware and software selection, operation and maintenance.
- Develops and maintains appropriate department documentation, records, reports and files.
- Works with Chief Human Resources Officer to develop a computer orientation program for all employees. Oversees training of new employees to the level required for optimum job performance. Oversees refresher training for existing employees as needed.
- Keeps current on developments in the medical technology industry and the IT industry in general, making recommendations to the Chief Financial Officer as deemed appropriate.
- Establishes/maintains security access for all Clinic computer systems. Reviews security program with CFO on a periodic basis. Documents procedures and guarantees back-up schedules for data.
- Performs hiring and terminations and annual review duties for IT Department staff.
- Performs other duties as requested by the Chief Financial Officer to ensure the efficient operation of the Clinic and the attainment of Clinic goals.
Requirements
Bachelor's degree in Computer Science or business related field is required. Previous experience in information technology management in the healthcare field is required, with a demonstrated knowledge in the field of medical management softward applications. Microsoft Active Directory network management experience is preferred. Experience in installing and maintaining basic hardware is required. VMware Virtual Infrastructure experience is preferred.
Must be available for occasional overnight travel. Must be able to work outside normal working hours and on weekends, particularly during certain periods due to system operations and business requirements for MIS. May be subject to holiday or other non-standard work days or hours.
