Job Description

POSITION PURPOSE/ SUMMARY

The Director of Support Services is responsible for managing and organizing the operation of West Hills Hospital.  The Director has responsibility for Maintenance, Housekeeping, Dietary and Kitchen Operations.  This position also serves as the facility OSHA Compliance Officer.

JOB DUTIES

 1.   Oversee, plan, organize and direct the day-to-day activities of all Support Services personnel.

a.    Manage employees through observation of job performance, periodic written performance evaluation, budget and staffing audits, periodic departmental and supervisory meetings and inspections.

b.     Consult with the CEO in respect to new hires, evaluations, counseling and termination of all Support Services employees.

c.     Manage staff activities to reduce the risk of human injuries.

       d.     Assist in providing a program of continuing education for all departmental employees, to include job training and presentation of new policies and procedures.

2.    Maintain and upkeep the building grounds and all its equipment (fixed and mobile).

a.     Comply with established facility standards through regular inspections of the buildings.

b.     Set up, operate and oversee an ongoing preventive maintenance program and perform scheduled inspections on the equipment in the department.

c.     Maintain current awareness of new products and techniques; in servicing personnel in the use of new equipment as needed.

 
3.   Serve as the co-Chairman of the Safety Committee and assume the role as the facility safety officer while developing, implementing, and directing the facility’s safety management programs:

a.             Provide safety training for all new employees which may include orientation in minimizing safety risks for personnel, orientation of proper emergency procedures to be followed during a safety incident and orientation on the procedure for reporting safety incidents that involve patients, visitors, personnel and

property.

b.     Update present employees of any new information on safety training.

c.        Assist in planning and conducting disaster drills on an annual basis.  Establish,  record and

       report them to the Safety/Risk Management Committee.                          

d.     Ensure that departmental safety policies and procedures are distributed, practiced, and enforced.

e.     Review all department safety policies and procedures as needed.

f.     Provide a physical environment free of hazards and support the Risk Manager with establishing and evaluating the impact on patient and public safety, the buildings, grounds, equipment, occupants, and internal physical systems.

g.     Comply with established measures for infection control, OSHA regulations and safety risk management, plans, policies and procedures.

h.     Prepare annual evaluation reports of the objectives, scope, performance, and effectiveness of the safety plans.

i.      Investigate all incidents that involve property damage, occupational illness, and patient, personnel or visitor injury.

j.      Ensure the emergency service areas are clearly,  identified and easily accessible.

k.     Promote an ongoing hazard surveillance program, including response to product safety recalls.

l.      Intervene whenever conditions exist that pose an immediate threat of damage to life or health to employees or patients health or pose a threat of damage to equipment or buildings.

m.      Maintain master Material Safety Data Sheets.

4.    Ensure the facility meets necessary standards set forth by JCAHO, federal, state and local laws concerning the operation of the Support Services area.

5.    Participate in the annual budget preparation.

      a.  Ensure the facility’s dollars are spent in the most economical fashion to maintain the equipment in the facility.

      b.  Provide support in planning and achieving remodeling projects.

      c.  Coordinate with outside contractors any necessary repairs beyond facility operations capability or time scope, within reasonable cost.

6.    Organize work and work of others in the department to avoid crisis management prior to JCAHO and state surveys.

7.    Review requests for equipment, furnishings, supplies and other items to ensure that purchase requisitions meet with hospital policies and budgetary guidelines:

a.     Consistently takes a proactive approach to ensure that all requests are reviewed for accuracy, quality and pricing.

b.     Act as liaison and coordinating agent between manufacturers and vendors and all hospital departments in matters pertaining to supply usage and procurement.

c.     Procure the best merchandise for the best price.

d.       Review and evaluate vendor performance.

8.    Responsible for keeping tools and materials in good condition and in their proper location.

9.    Responsible for taking necessary safety precautions when handling hand/power tools and equipment.

10.  Take appropriate precautions ensuring proper tag out and lock out procedures when working on

equipment.

11. Comply with established measures for infection control, OSHA regulations, and Safety/Risk

management Plans, policies and procedures.

12.  Perform the duties of hospital telephone communications systems administrator.

13.  Available to carry a pager for after hours emergency calls.

14.    Oversee the implementation of Capital Budget after review and approval from CEO.

15. Provide for effective operation of purchasing, receiving, storage, distribution of all materiels/food

products/assets.  Conducts training of personnel regarding above as needed:

a.     Oversee day-to-day purchasing of items for optimal facility operations.

b.     Maintain required medical/patient equipment.

c.     Generate purchase orders as outlined in policy, under the direction of the CEO.

d.     Follow fiscal guidelines by preparing valid rational and justification for expenditure requests.

e.     Provide training in requirements as needed.

f.     Consult with department managers regarding product availability and researching alternate resources.

16. Adhere to shipping and receiving requirements:

a.     Investigate all avenues for the most for cost effective method for shipping and receiving.

b      Ensure all items shipped are packed as to protect them from damage.

17. Supervise in-house forms program.  Serve as the Chairman of the program.

18. Coordinate new and revised forms implementation guidelines.

19. Provide and oversee the security awareness program internally and contract services for external

services.

20. Adhere to facility, department, corporate, personnel and standard policies and procedures.

21. Attend all mandatory facility inservices and staff development activities as scheduled.

22. Adhere to facility standards concerning conduct, dress, attendance and punctuality.

23. Support facility-wide quality/performance improvement goals and objectives.

24. Maintain confidentiality of facility employees and patient information.






Job Requirements

 POSITION QUALIFICATIONS

Education: Four year college degree or equivalent.  Degree in Facility Management preferred.


Experience:
Minimum of ten (10) years psychiatric experience with at least five (5) years of management experience.  Must also have experience with reading/design blueprints and understand Life Safety Code and OSHA Regulations.  Must have an understanding of Ohm’s Law and refrigeration theory. 


Licensure:
On-going OSHA certification.  Valid Nevada driver’s license.



Additional Requirements: Experience with multi physical plant buildings. Must have knowledge of the physical plant within two weeks of hire and be able to speak fluently in front of audiences.   Two to three years purchasing and dietary experience.
