Description

SUMMARY:  This position is responsible for supporting the General Counsel, Deputy General Counsels and staff attorneys with a variety of legal matters involving work of varying degrees of difficulty, which includes legal research, drafting and preparing legal memoranda, assisting in the management of cases through various stages of legal proceedings, independently performing routine paralegal tasks, in addition to interpreting legal department policies and State statutory provisions to others including MTA staff, its agencies, members of the public and government officials.

 

RESPONSIBILITIES:

-  Interpret Legal Department policies and State statutory provisions to others including staff of MTA, its agencies, members of the public, and government officials.

-  Research and analyze complex legal issues and statutes and prepare reports and memoranda.

- Prepare legal notices of changes in rules, arrange for publication of notices of proposed changes and final adoption of changes to assure compliance with the New York State Public Authorities Law and the New York State Administrative procedure Act.

-   Manage caseloads and maintain control of all relevant data and documentation pertaining to all cases or transactions.

- Prepare and review subpoenas, summonses, motions, affidavits, notices, resolutions, closing documents and other legal documentation.

- Assist attorneys in more difficult forms of legal proceedings, transactions, programs and projects, including appearances before judges.

- Perform a wide variety of tasks for attorneys on an as needed basis, including monitoring progress of pending legislation, and assist in performing computerized research using WestLaw and Lexis.

- Assist attorneys with recording real estate documents.

Requirements

DESIRED KNOWLEDGE, SKILLS, AND ABILITIES:

- Knowledge of paralegal duties in each of the following areas: Legal Research, Corporations, Litigation, Real Estate and Mortgages, Criminal Law and Canons of Paraprofessional Responsibility.

- Ability to interpret and provide written/oral analyses of results of legal research is paramount.

- Ability to communicate effectively is essential.

- Knowledge of New York State Freedom of Information Law and State Administrative Procedure Act helpful.

- Knowledge of WestLaw and Lexis.

- Ability to exercise good common sense and discretion in performing assigned duties.

- Knowledge of preparation of ACRIS documents.

 

EDUCATION AND EXPERIENCE:

-  Successful completion of a course in general legal assistant practice from a school approved by the American Bar Association.

-  Two to four years of law firm experience or experience working in a legal department of a government agency.
