Job Summary/Accountabilities:
• This position manages a Knowledge Capital Management Repository (KCMR) and conducts Joint Application Development (JAD) sessions and discussions to ascertain the user's query needs.
• Provides an integrated system that replaces the functionality of the current disparate systems, and support access to engineering telemetry data necessary to perform diagnosis across a broad range of District areas.
• Participates in the development of a telemetry infrastructure that will meet the current and future needs of a diverse user population and that adapts to changing business requirements and technology, and includes meeting stakeholder needs, aligning IT with the business, seamless integration and data sharing, security and dependability, data integrity/consistency, and reducing duplication.
• Incumbent sells/markets the architecture to various stakeholders, communicating extensively and working networks of influence to ensure the ongoing success of the architecture.
• Creates/teaches tutorials and actively consults on the application of the architecture, being available to explain the rationale behind architectural choices and to make amendments to the architecture when justified.
• Interfaces with customers, and acts as mentor and technical information resource.
Requirements
Education/Experience Guide:
• Master's Degree in Computer Science or Engineering
• 8+ years experience of substantive systems software architecture experience; most notably in areas of PLC programming and integration, field installations and testing, and SCADA software operation and design.
• A minimum of 8 years experience in radio telemetry design and implementation is desired.
• Thorough knowledge Motorola MOSCAD products family is required, as well as core knowledge of data loggers and PLCs in general.
• Expertise with Data Architecture techniques and models including: logical and physical data modeling and data modeling tools; object-oriented analysis and design, rapid prototyping and structured analysis/design for legacy portions of a system(s); client-server architecture using UNIX/Linux-based platforms for servers.
• Implementation of a data warehouse to manage engineering data to provide an easy-to-use interface to historical data, rapidly loads/manages large quantities of data, provides capability to quickly extract data from different viewpoints, allows ad hoc and complex queries spanning multiple sensor measurements and multiple time ranges, identifies information that needs extraction from the long-term archive, allows automated monitoring tools to analyze recent data, and incorporates new technology that will support 10 years out.
• Rapid application development techniques.
• Knowledge of Microsoft and Unix/Linux Operating Systems.
• Experienced in software engineering - competent in all development phases using both structured and object-oriented methodologies.
• Software experience in the areas of enterprise management systems, telemetry data processing, database design, embedded systems, simulation, automated planning and scheduling, graphical data editors, compilers for special-purpose languages.
• Licenses: Valid State of Florida Driver's License.
• Experience with Motorola MOSCAD and Campbell Scientific remote terminal units.

• Bachelor's Degree in Computer Science or Engineering
• 11+ years experience that demonstrates measurable career and technical progression that includes systems software architecture experience, PLC programming and integration, field installations and testing, SCADA software operation and design, and experience with Motorola MOSCAD and Campbell Scientific remote terminal units.
