Program Management Summary:

DELTA has been tasked to provide broad support to NAVSEA in the areas related to Ship Project Planning and Financial Execution; GFE Acquisition, Delivery and Production Management; and Program and Configuration Management.

Responsibilities of Program Management Includes:


  • Provide NAVSEA with technical recommendations for use in the preparation of Planning and Basic Ship Project Directive (SPD) Parts II and III or equivalent documentation.
  • Provide technical analysis in the preparation of SPD Parts II and III based on changes to approved budgets, configuration baselines, shipbuilding profiles, shipbuilding contracts and ship production schedules.
  • Provide financial analysis in preparation for PARM reviews and the SCN Execution Review.
  • Review and analyze PARM acquisition plans, planned contract award dates and required GFE delivery dates as specified in SPD Part III’s and the Schedule A’s of applicable shipbuilding contracts.
  • Track the status of Government Furnished Equipment (GFE) procurements throughout the acquisition process.
  • Conduct analyses to determine GFE cost and schedule impacts associated with program or policy changes directed by higher authority.
  • Identify issues with contract awards, deliveries, shipping documentation or receipt documentation to NAVSEA and provide recommended resolution.
  • Support GFE production reviews. This support shall include: identifying and analyzing cost, schedule, technical, quality, and integrated logistics support issues and risks, providing recommendations to resolve or mitigate the issues and risks, preparing meeting minutes and action items for each production review.
  • Prepare, maintain and update shipbuilding contract schedules for DDG 51 Class.
  • Review and analyze all Engineering Change Proposals (ECP) for potential impact to schedules including nomenclature, quantities, delivery dates.
  • Track Government Furnished Information (GFI), provide reports and maintain a database for each program tracking GFI.
  • Assist with the execution of planned and emergent tasks by drafting, coordinating, and tracking the status of programmatic and financial briefing packages, Congressional action items, audit responses and external data requests.
  • Provide Lean Six Sigma management support for the new construction programs.

Requirements for Program Management :

Education:

  • BA or BS degree and/or 3 years experience in Government Furnished Equipment (GFE) acquisition.


Technical Skills:

  • Should have excellent organizational, communication and interpersonal skills.
  • Must be proficient MS Office products (Word, PowerPoint, Excel and Project).


Clearance Level:

  • Secret clearance or ability to obtain a secret clearance.
