Synopsis: *** This position requires a "Secret Clearance" prior to the start of work. ***  Candidate must be a US citizen and either possess or be eligible for a DoD SECRET clearance.  The sucessful candidate must be able to focus on the the management of software development, generally skewed toward addressing business concerns.  The successful candidate must be adept at requirements analysis, scoping and definition of a new or altered computer system, with emphasis on identifying the needs or requirements of a client.  The candidate must be able to perform project planning to identify the scope of the project, estimate the work involved, and create a project schedule and project plan to describe the tasks that will lead to completion.  Must be capable of leading joint design sessions with Client and development team.  Will have to authored project plans; develop work breakdowns structures, activity networks, schedules, resource allocations, budgets, work packages and estimates to complete.  Will have to monitor progress under formal cost/schedule control systems.  Will supervise development teams of 3-5 people.  Will have to develop and present risk management programs.  Will be responsible for customer relations and directly interact with Client senior management. Languages: COBOL II, Natural, IBM 360, JAVA, C, C++, ANSI C, Pearl scripting, .Net,    OS: Linux 4.x, Windows 2003 Enterprise server, Hewlett Packard (HP) UNIX 11.x, Sun 10.x, IBM OS 390. Most work will be at Marine Corps Logistics Base, Albany, GA. Some travel, within CONUS, may be required.

Required Skills:   Project Management Professional-certification.  7+ years of software development with emphasis on modern develop methodologies, e.g. Agile, Waterfall and Spiral . Must be knowledgeable in all aspects of software development from direct, hands-on experience, with emphasis on requirements specifications; generating interface specifications/user guides; developing system architectures, software design and code.

Desired Skills:   Proficient in Microsoft Project.  Successfully passed CompTIA Security+ Certification exam.
