Overall Responsibilities:


PCG seeks an intermediate-level Technical Project Manager with business analyst competencies to assist existing project managers on larger-scale projects with tracking and administrative tasks, and to carry out lead project management on smaller-scale projects. This position reports to the IT Program Manager within the Health and Human Services practice area of PCG. The successful candidate will work in a team environment with other technical, consulting and operations staff in a deadline-oriented, fast-paced environment.


The Technical Project Manager will plan, execute, and finalize IT projects according to strict deadlines and within budget, ensuring that all processes and methodologies are compliant with corporate standards. This includes acquiring resources and coordinating the efforts of team members and third-party contractors and consultants in order to deliver projects according to plan. The Technical Project Manager coordinates team efforts both on the business and technical sides, tracks progress and communicates status. In some instances, the Technical Project Manager will be the primary liaison with the client and will need to present to customers. The Technical Project Manager is responsible for translating business requirements to the technical team and facilitating the understanding of the product to the business team. The Technical Project Manager is responsible for the budget and tracking time and expenses within their span of control. The Technical Project Manager will also define the project’s objectives and be responsible for quality control throughout its life cycle.


Specific Responsibilities:


1. Strategy & Planning

 

  • Define project scope, goals and deliverables that support business goals   collaboration with senior management and stakeholders.
  • Set and continually manage project expectations with team members and other stakeholders.
  • Plan, estimate, schedule and track project timelines and milestones using appropriate tools.
  • Use and refine best practices and tools for project execution and management.

2. Acquisition & Deployment

 

  • Draft and submit budget proposals, and recommend subsequent budget changes where necessary.
  • Where required, negotiate with other department managers for the acquisition of required personnel from within the company.

3. Operational Management

 

  • Direct and manage project development from beginning to end.
  • Identify and resolve issues and conflicts within the project team.
  • Develop and deliver progress reports, proposals, requirements documentation, and presentations.
  • Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
  • Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work.
  • Build, develop, and grow any business relationships vital to the success of the project and the company.

 

Requirements

 

  • Ability to work independently and in a team-oriented, collaborative environment.

  • Ability to read communication styles of team members and contractors who come from a broad spectrum of disciplines.

  • Demonstrated written and oral communication skills.
  • Adept at conducting research into project-related issues and products.
  • Able to learn, understand, and apply new technologies.
  • Ability to effectively prioritize and execute tasks in a high-pressure environment is crucial.
  • Ability to effectively participate in training sessions, presentations, and meetings.

Experience required

 

  • Bachelor in Science or equivalent undergraduate degree in management, technology or other related fields.
  • 5+ years of technical project management work experience required.
  • 3+ years in a customer-facing project management capacity, including all aspects of process development and execution required.
  • Certification in project management preferred.
  • 35 or more contact hours of project management-specific training desired.
  • A proven track record of on-time delivery of project and products.
  • Dually-accountable to internal management and external customers.
  • Ability to manage technical staff and remote resources.
  • Strong familiarity with project management methodologies.
  • Familiarity with software development methodologies and software product development.
  • Familiar with software development environments, including Visual Studio, VB.NET or C#.
  • Database and operating systems experience with SQL Server.


Other Requirements:

 

  • Some travel is expected to meet with clients, stakeholders, or off-site personnel/management.
  • Overtime may be required to meet project deadlines.
