Apex Systems, Inc. has multiple openings for Lead Subcontracts Administrators and Sr. Lead Subcontracts Administrators with federal subcontracts administration experience. Please review all duties and qualifications below before applying.

Duties: Performs cradle-to-grave contract/subcontract management and administration. Represents the company in the development, negotiation, and administration government and/or commercial contracts, subcontracts, software license agreement, teaming agreements, non-disclosure agreements and other company contractual commitment documents. Ensures proper acquisition and administration of such contractual documents and commitments in accordance with company policies, legal requirements, and customer specifications. Leads and/or supports the development of pricing strategies and cost proposals. Monitors program performance. Provide consultations and support to operational managers and financial control staff regarding contractual and sub-contractual aspects of cost proposals and on-going operational projects.

Tracks established contracts with regard to schedules, deliverables and close out, interfacing with Company personnel and customer.

Prepares and maintains subcontracting agreements in accordance with established subcontract and company procedures and in accordance with CPSR requirements.

Maintains compliance with contract/subcontract terms and conditions.

Assists in gathering information during customer audits.

Lead, develop and/or support the generation of cost proposals and formal price quotes.

Generates internal reports using established formats: circulates to designated in-house personnel.

Maintains working knowledge of the various Government Procurement Regulations (i.e. FAR).

Lead, support or participate in contract negotiations as appropriate.

Support line managers and financial staff in preventing and/or rectifying At Risk (incurring expenses in excess of program funding) situations.

Maintain contract files consisting of contracts, subcontracts consulting agreements, licensing agreements and maintenance agreements and modifications.

Lead and/or manage contract close-outs, with the support of accounting and finance.

Support and/or participate in the contract novation/name change process.

Handle contractual issues of a complex nature.

Support and/or assist in the review of RFPs.

Performs entry of all contractual documentation into the Oracle Contracts Database within defined timeframes.

Experience administering mid-level to strategic-size federal subcontracts is required. U.S. Citizenship is required, as is the ability to pass necessary background, credit and drug checks. No security clearance is required, but may be held or processed in the future.
