Description
Responsible for maintenance of the Housing Authority's dwelling & non-dwelling facilities, sites & equipment. Performs a variety of administrative, supervisory, monitoring & assessment tasks to maintain housing facilities that are decent, safe & sanitary. Maintains inventory control on all maintenance supplies & equipment. Informs & advises all maintenance needs & problems to the Maintenance Superintendent. Assigns work to subordinates, provides guidance, monitors their activity, evaluates job performance, & counsels employees as needed. Inspects maintenance work performed by contractors & reports on discrepancies & problems that need to be resolved. Ensures all work performed is in compliance with federal, state & local regulations for construction, pesticide use, etc, including the Uniform Physical Conditions Standards. (UPCS) Maintains an effective method of responding to emergency work requests, including after-hour service. Conducts weekly site inspections to identify any potential hazards, code violations & makes provisions for the timely repair of those violations. Supervises the repair, maintenance, renovations, & energy management systems in all buildings.
Requirements
High degree of skill in the performance of building construction trades, or general building construction, five years of which must have been at the journeyman level. Three years experience in supervising craftsmen or other maintenance personnel. Preferably a specialist with licensing on one or more of the trades. Considerable knowledge of trade skills, methods, materials, tools & equipment used in maintaining dwelling and non-dwelling facilities & grounds such as; carpentry, plumbing, HVAC, electrical maintenance & repair, landscaping, plus operating policies & procedures. Good knowledge of federal, state & local laws and regulations pertaining to public housing authorities. Good knowledge of basic arithmetic, some knowledge of principles, practices, & techniques of budgeting and accounting. Ability to plan, organize & implement a facilities maintenance program. Ability to read blue prints, plans & specifications. Must be EPA Certified & HVAC Qualified. Ability to maintain adequate records, prepare clear & concise narrative and statistical reports. Bondable. Valid TX driver’s license. Eligibility for coverage under fleet auto insurance. Must be able to pass pre-employment drug screening, background check, and FWHA assessment. EOE/ADA/AA
