Purpose: 

Provide the lead responsibility for Logistic projects administration and some services involving high dollar spend and/or complex technical characteristics requiring continuous and close contact with Supply Chain, Operations, Sales, Customer Service, Manufacturing, Engineering, and other key personnel to ensure that requirements to support our Logistic operations are properly supported by suppliers.  Effectively creates and administer contracts to ensure the most effective costs results while acting as the functional interface between the parent company, the vendors and the sourcing group.

 

Requirements:

  • Bachelors degree

  • 5-10 years experience in Logistic Procurement experience a MUST, other Purchasing experience a plus

  • Experience with Rail System, Vessels, Trucking Industry, Warehousing, and general Transportation Industry

  • DOT Regulations Experience

 

Requirements

Responsibilities Include:

Perform the function of Buyer and in addition perform the following:

 

 

  • Negotiate Logistic agreements, by properly balancing consideration of price, quality, services, delivery, payment terms, and other commercial situations.

  • Be able to complete a comprehensive contract covering all as facts of a purchase agreement, insuring legal and ethical requirements are met while still meeting Corporate or Division objectives.

  • Analyze and interpret industry conditions and state of the art advancements which may have an affect on design, lead time, and cost of marketing.  Prepare statistical analysis of market trends for long range purchasing strategies.

  • Acquire a broad knowledge of supplier qualifications encompassing such items as financial strength, payment practices, after project development and support in order to ensure desired fulfillment of project’s scope of work and design requirements.

  • Analyze and evaluate all elements of cost and all procurement transactions of assigned projects and/or services for maximum cost improvement.

  • Maintain a general knowledge of Legal, Regulatory and safety requirements involved with energy project administration responsibility so that our requirements are fully understood by suppliers and we are in full compliance with our obligations.

  • Provide management with forecasts of market conditions, price, trends, and potential problem areas.

  • Provide training support as needed.

  • Manage bid process; negotiate, award, generate, and execute contracts.

  • Develop vendor qualifications.

  • Participate in expediting purchases up to final delivery and customer satisfaction.

  • Develop and review procedures and policies for the sourcing department.

 

General Directives:

 

  • Follow internal procedures, professional guidelines, and legislation.

  • Decisions may impact the department in most cases or the corporation in some cases.

  • Supervised on a consultative basis.

  • Supervises employees on demand.

  • Budget responsibilities on a project or multi-project basis.

  • Requires internal and external contacts with persons of influence involving considerable tact, discretion, persuasion and/or the handling of difficult personal relationships
