GENERAL PURPOSE:
Responsible for the conduct of the agency and assumes all legal responsibility for adopting, implementing, enforcing, and monitoring adherence to company policies governing the agency’s total operations. Provides overall management of clinical, regulatory, administrative and financial direction of the hospice agency office and assumes final responsibility for all activities and personnel of the agency as outlined in the company’s policy and procedures manuals. Ensures the provision of hospice services that reflect the company philosophy and standards of hospice. Adheres to all state, federal, accrediting organization and other regulatory guidelines as applicable. Evaluates provision of services through quality assessment and improvement to ensure that safe, professional, quality healthcare services are provided.
ESSENTIAL JOB FUNCTIONS:
COMPLIANCE Duties: Ensures that the hospice program is in compliance with all applicable federal, state(s) and local laws, and accrediting organization regulations. Ensures the timely and accurate completion, maintenance, and submission of all required reports and records to federal, state(s) and local regulatory departments or as requested by the Regional Vice President of Operations and/or Governing Body. Facilitates on-site reviews by regulatory agencies and responds to survey results with appropriate action plans. Collaborates with the quality improvement personnel to evaluate the appropriateness/effectiveness of service provision. Responds to indicator thresholds with appropriate plans and activities to improve areas of deficiency. Maintains knowledge of regulatory guidelines; recommends operational changes as needed. Responsible to ensure all agency staff are trained on the Beverly Code of Conduct upon hire and annually thereafter.

Ensures compliance with all federal and state labor laws as well as all HR policies and procedures. Manages employees by establishing annual performance goals, assessing performance, correcting performance, and recommending individual compensation increases. Ensures appropriate recruiting, interviewing and hiring of qualified staff. Takes appropriate measures to manage poor performance and quickly addresses violations of company policy and procedure. Familiarizes all employees, as well as contractual

Holds staff accountable for the completion of appropriate documentation to facilitate reimbursement. Maintains a current organization chart that identifies the lines of authority from clinical supervision to the patient care level. Evaluates employee satisfaction at least biannually. Designates, in writing, the qualified staff member to act in the absence of the executive director.
GOVERNING
BODY Duties: Maintains ongoing liaison with the governing body, professional advisory group, staff members and the community by reporting events through the Regional Vice President. Assists the governing body in formulating and annually reviewing the program’s policies and procedures.

Ensures opportunities for continuing education for the staff that covers the physical, emotional, spiritual and social needs of hospice patients and their families during the final stages of illness and during dying and bereavement. Familiarizes all employees, as well as contractual providers, with the philosophy, goals, policies and procedures of the company. Works in collaboration with the clinical manager to plan and provide in-service and continuing education programs to promote professionalism and personal growth of employees, ensure quality care and meet regulatory guidelines.

Through the clinical manager, maintains 24-hour staff coverage. Ensures the agency has an organized quality assurance program to assess the performance of its total operation. Designates, in writing, the qualified staff member to act in the absence of the executive director. Texas: ED must complete a minimum of six hours per year of continuing education related to the duties of administration.
