We are currently seeking for an Acquisition A/E & Construction Group Leader in our Laurel office to direct and manage the activities and operations of the Architect/Engineer (A/E) and Construction Group of the Acquisition Office.
Responsibilities include but are not limited to:
· Supervises and coordinates the work assigned to the A/E and Construction Group. Develops annual Group procurement objectives and manages day-to-day priorities for the timely and efficient execution of workload. Responsible for timely performance and satisfactory quality and quantity of all assigned contracts.
· Performs cradle to grave contract administration on all assigned contracts. Independently manages the more difficult, complex contract issues involving disputes, modifications, claims and close-outs. Exercises delegated procurement officer authority for a wide range of contracts. Develops agenda items and presentations for the Director to present to the Acquisition Strategy Board and CAC for contract actions. Serves as acting Director, when so designated, in the absence of the Director having full authority, responsibility and accountability for operation of the Acquisition Office.

Requirements
Requirements: Bachelor’s degree in engineering, construction management, business, public administration or a related field and ten years of progressively responsible experience in procurement and contract administration of A/E and Construction contracts, including five years of experience at the level of a Senior A/E or Construction Contracting consultant and three years of supervisory experience involving supervision of procurement professionals. Certification from an accredited procurement program as a Certified Purchasing Manager (C.P.M.), Certified Professional Contracts Manager (CPCM), Certified Construction Manager (CCM), National Contract Management Association (NCMA), Certified Associate Contracts Manager (CACM) or designation as a Federal Government Acquisition Professional certified to Level III. (If otherwise qualified, attainment of such certification within 18 months of hire as an added condition of employment). A selectee is required to execute a Confidentiality agreement prior to hiring. Background in public sector procurement.
Course work in A/E Contracting, Negotiations, Cost & Price Analysis, Advanced Construction Contract Management, and Contract Law. Historic orientation and focus toward providing quality and timely A/E and Construction contract management and administration is preferred.
In-depth knowledge of various types of contracts, methods of contracting and selection factors to plan appropriate strategies to procure complex requirements; In-depth knowledge of contractual techniques when changes in the technical requirements, design concepts, etc., are required during the course of the contract, i.e., development of new terms and conditions, or other innovations necessary to satisfy a unique procurement requirement or condition; Knowledge of purchasing information technology and automated data processing applications; Ability to manage numerous complex procurements while meeting deadlines established in milestone plans. Ability to effectively delegate workload to staff through assignment of projects and tracking of progress; Ability to effectively supervise.
