Description
This position serves as a Team Leader for Employee Relations,
Security, and Awards in the Office of Human Resources, Human
Resources Services Group. Provides technical expertise to management in Headquarters and the field on a broad range of personnel management functions. Serves as agency expert in employee and labor relations, security, and the awards program.
Provides oversight and direction to the security program. Provides
authoritative information and expertise to FHWA officials by advising on personnel security policies; formulating and recommending personnel security investigative requirements; and advising on procedures for adverse security determinations and employee rights. Represents the agency in personnel security matters, developing guidelines, procedures, and other materials for use by program officials; administering programs for continuous security evaluation of personnel; assisting in arranging and conducting hearings or appeals; and administering security awareness programs.
Provides leadership and direction regarding internal honorary awards, external awards of a national level, automated length of service and retirement award program including the Administration's length of service program ceremony.

MAJOR DUTIES:

- Provides technical advice and expertise to FHWA program
managers on appropriate procedures, departmental and agency policies, and government regulations related to adverse and disciplinary actions.
- Participates in the preparation of legal defenses to challenge
those actions before appellate bodies.
- Provides technical expertise in the areas of staffing, merit
promotion, classification, pay administration, and performance
management in conjunction with complex and controversial employee and labor relations issues.
- Advises management on issues related to discrimination complaints against the agency.
- Provides technical advice and guidance to managers with regards
to performance improvement plans.
- Serves as a Team Leader and agency expert for Employee Relations, Security, and Awards in the Office of Human Resources, Human Resources Services Group.
- Provides direction, leadership, and represents the agency in
personnel security matters and both internal and external awards.
- Serves as agency representative on Departmental workgroups and
task forces.
- Speaks for the Office of Human Resources in consideration of
complaints and their disposition or resolution in conferences with
the Offices of Civil Rights and Chief Counsel. Assists in conducting
hearings or appeals.
