Finance Manager

Directs and/or manages the organization’s budgeting, forecasting and financial analysis and reporting functions. Reviews and approves recommendations for financial planning and control, and presents relevant information to executive management. Monitors division, department or business unit’s adherence to approved budgets. Develops, modifies and implements financial systems, financial operational specifications and controls, and policies and procedures. Manages the preparation and distribution of periodic financial statements for internal and external users. Ensures reports and disclosures comply with applicable governmental regulations, professional standards and organizational policies.

Position Description:
The person in this position will provide oversight in the following financial areas:
Treasury and Investment – Oversee funds management from all sources including the settlement process to/from all Agencies to ensure accuracy and efficiency for both ACS and client.
Finance and Accounting – Oversee the areas of invoicing, cash collection, accounts payable, payroll, financial reporting for ACS and client financials, account analysis, budgets, fixed assets and purchasing.
Financial Operations – Oversee the areas of chargeback, refund, reconciliation, exception processing and deposit functions.
Project Accounting – Must be able to participate and take an active role in the audit functions, from both inside the project and with outside auditors.
In addition, the Finance Manager will:
Work directly with the client in all financial areas of the project.
Manage a department of approximately 20 employees.
Report directly to the Program Manager.
Education:
A Bachelor’s Degree in Accounting or a Financial area is required.
Experience:
Minimum of five years’ related experience.
Skills:
The individual in this position must have strong analytical and verbal / written communication skills. He/She must be detail oriented and must be proficient in all areas of finance and accounting. The ability to manage a large staff is required.
