This position will partner with the four Mid-West properties and the regional procurement function for the Mid-West to insure that the standard Line of Supply/Procurement Process is implemented and operates at a consistently high level at all Region properties in support of the Company's strategic sourcing and purchasing strategy. The position will report to the Director, Regional Materials Management -Mid-West Region, be domiciled in either Hammond, Indiana or Joliet, Illinois, and will oversee and manage contract compliance, regional contract oversight and systems (Stratton Warren) for four properties (Harrah's Metropolis, located in Metropolis, Illinois, Harrah's Joliet, located in Joliet, Illinois, Horseshoe Hammond, located in Hammond Indiana, and Horseshoe Southern Indiana, located in Elizabeth, Indiana). Management of personnel with a direct reporting line is two Food and beverage buyers and two General buyers. This position will be responsible for four separate databases, EDI interfaces, general maintenance, profile maintenance and regional contract optimization. The successful candidate will be an integral member of a cross-functional Supply Chain team and. will implement and direct all Procurement Systems [e.g. Stratton Warren, E-Procurement, and E-Commerce] for the Mid-West Region properties. This position will partner with Mid-West Region properties management and the Mid-West Region Procurement team to ensure that all Procurement-related goals and objectives are met or exceeded. This position will oversee and manage compliance to the Mid-West Region's Procurement programs [systems, processes, purchasing programs], each individual States Regulatory Compliance and all Diversity requirements. The individual will need to utilize contract development strategies with the objective of maintaining Harrah's leverage and flexibility while reducing the overall operation risks. DESCRIPTION - Responsible for the communication and implementation of standards and programs for procurement systems set-up, maintenance, and utilization with the objectives of best supporting the Line of Supply and the goals of user departments, Mid-West Region properties, East Division and Harrah's Entertainment.
- Responsible for the coordination and support of the entire Mid-West Region properties Stratton Warren user community with specific emphasis on the procurement process.
- Responsible for the utilization of procurement systems [Stratton Warren, E-Procurement, E-Commerce] to maximum positive impact in the Mid-West Region [e.g. ensuring that Stratton Warren features such as EDI, generic requisitions, automatic order for inventory replenishment, recipes/cost transfers, blanket purchase orders/auto-fax are communicated, implemented and effectively utilized; partnering with Accounting to ensure that the variance reporting/Inventory controls are correctly set-up, communicated, implemented;
- Responsible for exploring, identifying and implementing E-Commerce initiatives and programs - e.g. EDI/Internet, pay-on-receipt, pay-on-order; exploring and implementing system-system interface/interaction - e.g. Stratton Warren/point-of-sale interface] for individual system users, user departments, Gulf Coast properties and Harrah's overall.
- Develop processes and techniques for targeting sourcing efforts for most appropriate products/services to ensure shareholder value by performing analysis, baselines, make-buy, and total cost of ownership models
- Review and assess product/service needs and ensure alignment of the product/service procurement programs to the strategic, business and product plans of the Company
- Collect and analyze market intelligence about suppliers and products/services, and use such information to develop and/or improve sourcing solutions
- Prepare requests for proposals ('RFPs') and analyze supplier responses. Negotiate, implement and manage Regional supplier agreements and/or contracts.
- Develop, facilitate, and present a process for supplier evaluation, selection and measurement
- Measure supplier performance and manage critical product/service/supplier issues
- Prepare suppliers for, and transition suppliers to, new business/procurement processes
- Continual monitoring and assessment of 'total cost' implications of products/services

- Experienced in contract negotiation
- Excellent interpersonal and collaboration skills with exposure to communicative and cross-functional team building skills
- Good oral, written, and presentation communication skills
- Strong computer and systems literacy with special emphasis on Stratton Warren
- Customer (Internal/External) Centric
- Capable of handling multiple tasks simultaneously
- Working knowledge of Supply Chain Management
