Job Description
This position reports to the Sr. Director of IT Services within the TTC Engineering department, and will work closely with the Director of Software Development and various other peer level management and Program Management, as well as 3rd party development consultants.
The Sr. Director of Engineering has the overall responsibility for delivering excellent system and hardware engineering design, development, implementation, and maintenance program performance. As such, this position directs the Transportation System and Services engineering efforts to insure success in the engineering design, development and release to production of profitable, quality products and services. The Director of Engineering assures all engineering programs meet established schedule and cost commitments.
The Director of Engineer position requires strong business and technical skills and would be responsible for reviewing, analyzing and occasionally modifying systems including encoding, testing, debugging and installing to support application systems.Develops and integrates concepts that involve requirements, design, development, production, testing, training and logistics support in all phases of the life-cycle acquisition. Includes all aspects of technical program that involve trade-offs of performance, life-cycle cost, risk, reproducibility, supportability, testability and engineering requirements. Performs reviews of requirements and translates them into technical specifications of equipment, software, facilities, data and personnel. Candidate performs the prescribed tasks and job duties at or near a subject matter expert level with minimal or no supervision.
The candidate will also be responsible for writing documentation to describe configuration of systems and/or applications and operating procedures to liaison with other functional areas including construction, maintenance, system engineering, project management, and 3rd party application development consultants.
Responsibilities:
Provide overall direction to the Technology Center Engineering department, assuring that the highest level of service is maintained for both internal and external customers.
Provide technical oversight and guidance for engineering programs and projects.
Provide direction and motivation to engineering staff to assure successful execution of the engineering responsibilities on all programs.
Make recommendations on transportation related applications and /or custom solutions which include a number of technologies spanning various transportation disciplines to meet or exceed customer requirements
Identify technology changes or opportunities that can improve efficiency and performance of our product and its impact on subsequent processes.
Investigate and resolve application functionality related issues and provide first level support and troubleshooting of our Construction personnel, Maintenance personnel, System Engineer personnel, and Operation personnel
Coordinate system engineering, implementation and maintenance services for multiple projects.
Assist in troubleshooting system and hardware engineering issues.
Assist in managing an outsource relationship for 3rd party system and application development and hardware engineering and system analyst.
Assist network designers and administrators with application installation and testing.
Troubleshoot technical issues and identify modifications needed in existing applications to meet changing user requirements.
Provides assistance and advice to business users in the effective use of applications and information technology.
Write technical procedures and documentation for the applications including installation, maintenance, operations, user guide, etc.
Produce technical documentation for new and existing products or solutions.
Participate in weekly meetings with management team, project teams, 3rd party consultant teams to discuss progress and issues to be resolved, and report progress on a weekly basis
Participate on system related or project related steering committees and be involved in the design phase of any new product development or services projects.
Assist in the creation of the system design and functional specifications for all new development projects.
Serve as a liaison and facilitator between all business units to assist in addressing and resolving technical issues related or referring to products and services offered by the department
Provides technical direction and guidance to lower level technical personnel as may be necessary.
Provide performance management and developmental opportunities to existing staff as well as recruit new talent in order to meet technical gaps.
Qualifications:
The position requires at least 9-10 years of experience in the field or in a related area. You must have a working knowledge of system engineering, lean engineering principles and philosophies, engineering management, and/or technology management, and be able to rely on experience and judgment to plan and accomplish goals.
Experience in requirements management and documentation, risk management project planning and technical project management is essential.
Strong project management skills with effective results focus within an information systems environment.
Strong analytical and problem solving skills.
Good background in industrial electronic and/or computer system design, quality engineering, reliability engineering, obsolesces engineering, testing standards, project management tools, financial tools
Experience in the development and implementation of standards, procedures and guidelines to support operational processes.
Self-motivated with the ability to prioritize, meet deadlines, and manage changing priorities;
Proven ability to be flexible and work hard, both independently and in a team environment, in a high pressure on-call environment with changing priorities.
Willingness to work occasionally outside of normal business hours.

Bachelor’s degree in information, system engineering, technical management or related field or a combination of related experience and education.
