The Enterprise Identity Management Administrator (Sr. IT Systems Specialist) is a highly focused role in the City of Phoenix.  The position will be responsible for supporting the implementation, ongoing design, configuration, and post go-live support of Identity Management (IDM) solutions citywide.  The position will assist with application integration, external vendor management, citywide security controls, and audit recommendations, as applicable, using the Sun Identity Manager suite of products. This position will contribute to the development and management of operational processes, policies, and standards to ensure secure and efficient identity management needs of internal and external stakeholders are achieved. The IDM solution will require technical experience, collaboration and teamwork to guide the city through complex business process improvements, architectural and design enhancements. Tasks include building resource adapters, integrating role-based access control, with future enhancements which include single sign-on, end-user provisioning, and synchronization services with the existing applications and systems.

Salary

$69,950 - $104,416 annualized.  Appointment can be made above the minimum depending upon qualifications.

Requirements To meet the minimum qualifications for this recruitment, you must have:
  • Five years experience in designing, developing, and managing Identity and Access Management products including but not limited to: SUN Identity Manager, SUN Access Manager, Sun Directory Server (LDAP) and integration with Oracle PeopleSoft (HRMS), SAP and Active Directory as required on an enterprise scale.
  • Bachelor's degree in computer science or a closely related field.
  • An equivalent combination of relevant experience and education may be considered.
  • This is a salaried/exempt position and incumbents must have the ability to work after hours, including evenings, weekends, and holidays as required.
  • Must possess excellent communication, facilitation, and presentation skills working across multiple business functions, teams, and departments.

    A well-qualified candidate will possess the minimum qualifications plus the following experience:
  • Analyzing requirements, researching, and proposing solutions for developing enterprise-level integrated solutions for legacy and modernized systems
  • Proven track record working in a team environment with preferred experience as a technical team lead in a large company or government agency
  • Maintaining IDM System configuration, including Policies, Services, Reports, and Lifecycle Rules
  • Assisting IT Auditors in periodic vulnerability assessments with IDM System
  • Ensuring that IDM security mechanisms in place are adequate and functioning properly
  • Resolving technical issues encountered in IDM System operations, including integration connectors to managed resources
  • Assessing requirements from various internal groups and advising on improvement, reengineering, etc, before implementing them in the IDM solution
  • Developing adapters and workflows; these workflows define the provisioning, modifying, and deleting of users and closely maps to the corporate processes for these functions
  • Communicating to all levels of management to achieve understanding and acceptance

    Duties

    As a member of Information Technology Services, specifically the Directory Integration and Access Management section, this position will serve as an expert on matters related to Enterprise Identity Management. The position is responsible for designing, customizing, and implementing Identity Management solutions at an enterprise level, using the Sun Identity Manager suite of products. Incumbent is responsible for developing enterprise-level integrated solutions for legacy and modernized systems. Support development leadership to all system engineers, software engineers, system integrators and testers to deliver complete solutions based upon departments' requirements and require technical experience and guidance through a complex system development life cycle. Incumbent will provide architecture, design, implementation and ongoing support expertise of Identity Management solutions on an enterprise scale.

    Candidate requires an understanding of requirements management and traceability and a familiarity with Identity Management implementations on MS Windows, UNIX, Red Hat Linux, Solaris and AIX. The candidate must have ability and willingness to work in a team environment with preferred experience as a technical team lead in a large company or government agency.
