Description

Position is responsible for pricing proposals for fixed price government programs through developing methodologies to prepare initial bid cost build-up, ensuring compliance with government contracting regulations, assisting with bidding strategy and develop pricing narratives.  Additional duties include program financial management including both cost controls and forecasting.  Responsible for revenue recognition on multiple government fixed price programs. 

  •  Reviews and analyzes RFPs, RFQs, and/or IFB Statements of Work (SOW), as well as associated documentation, with a focus on the key requirements for the pricing requirements.
  • As a result of analysis of scope within a SOW, structure of the Contract Line Item Numbers (CLINs), requirements in the specification(s), or requirements as contained in Special Contract Provisions or General Provisions, develops and defines the initial pricing model.
  • Supports the estimating function to determine the number of applied hours, person months, etc., required, in accordance with the SOW or specification requirements.
  • Assists in the detailed analysis of staffing requirements and helps with the development of the Basis of Estimate (BOE) for the number of full time equivalents at the Work Breakdown Structure (WBS) level.
  • Based upon the RFP/RFQ/IFB requirements, assists in the analysis tradeoffs between staffing levels and delivery (schedule) requirements. Techniques such as learning curve analysis may be utilized, as well as utilization of alternate work week schedules.
  • Assists in the development and understanding of Bill of Material (BOM) requirements. Coordinates with the appropriate departments such as business development, purchasing, contracts, programs, etc. for definition of requirements.
  • Can assist and develop Rough Orders of Magnitude (ROMs), provide strategic planning, and provide support during the budget planning process.
  • Understands and develops the use of various estimating techniques, such as comparison, top down estimating, parametric, bottoms up, expert based, etc.
  • Supports the Business Development Manager and Proposal Manager in the proposal review process and attends / provides expert advice.
  • Can provide strategic and tactical decision making support during bid / no-bid decision points, and supports decisions such as make or buy; self-performance discussions.
  • Implements policies and procedures applicable to the pricing functions.
  • Continually seeks improvement and areas that corporation can drive cost.
  • Due to international operations position, must be available for off-hour communications.

 

Optimal candidate would be willing to take a future six to twelve month overseas assignment in an austere environment (currently Baghdad and Kabul). 

  • Bachelors degree in business, economics, finance, accounting, or equivalent.  MBA degree is desirable.
  • Five to ten years relevant experience working with the FAR, DFARs, Department of Defense, and Defense Contract Audit Agencies and their pertinent regulations, is desirable.
  • In depth understanding of direct and indirect costs; Disclosure statements, allowability and allocation of cost structures; and overhead pool formation.
  • Expert ability in the use and execution of the Microsoft Excel application, and advance knowledge and use of Microsoft applications such as Access, Power Point.  Must be able to download and manipulate large amounts of data with Excel tools (such as Pivot Tables, lookups, etc.).  Comfortable with linking/cross-referencing multiple files.
  • Focus on maintaining accuracy and auditability in complex pricing/financial models.
  • SAP experience desirable.
  • Strong communications skills, both written and verbal.  Position will have significant exposure to senior management.
  • Must hold or have the ability to apply and receive a U.S. Secret clearance.
