Responsible for managing all GDAIS import and export control matters and developing and maintaining an effective export / import compliance program. Administers the requirements of export licensing, technical assistance agreements, manufacturing license agreements and all other import and export control matters consistent with U.S. Government Regulations and the General Dynamics / General Dynamics AIS Policies and Procedures. This person shall act in the capacity of an empowered official and will manage an export / import compliance staff.
Primary or Main Responsibilities:
Management of an effective export / import compliance program, consistent with USG export and import regulations and GD / GDAIS Policy
Continuously works toward improving and refining the GDAIS processes and procedures to ensure compliance with USG export laws and regulations and to ensure their effectiveness with GDAIS strategic goals
Provides support to all GDAIS internal customers, serving as their primary point of contact for all import / export related issues to ensure compliance with U.S. Government import and export regulations. These include the International Traffic in Arms (ITAR) and Export Administration Regulations (EAR), and U.S. Treasury – Office of Foreign Asset Controls (OFAC) and Permanent Import Regulations (BATFE) relating to the import and export of products, services, transfers of technical data, employment of foreign nationals, and all other import / export licensing and related compliance matters.
Works closely with GDAIS personnel, including program managers and business development at all levels.
Leads the export / import compliance personnel in developing effective internal customer relationships such that they become an integral element and active participant in all international business and programmatic discussions and meetings
Assists in the development of export / import license strategies on key opportunities.
Provides support and guidance to senior level management on licensing requirements and issues on proposals and on-going contracts
Leads and assists in the conduct of export / import compliance self-assessments
Assists the GDAIS General Counsel with the GD Corporate directed internal export / import compliance audits and all issues and tasks concerning interface with GD Corporate on export / import compliance matters.
Represents GDAIS as a member of the GD Corporate export / import compliance working group
Regularly communicates day to day assignments to members of the export / import compliance organizations to ensure seamless support to internal customers
Identifies pertinent import / export training needs, develops training materials, and deploys the training employees consistent with the GDAIS law department master training schedule
Regularly attends import / export training seminars and conferences.
Ensures the semi-annual review of all export / import compliance authorizations (e.g., TAA, licenses) with Project Teams
Provides on-going training and day-to-day support to export compliance personnel
Performs all duties required of an Empowered Official as defined by the ITAR and GD Corporate / GDAIS policy
Coordinates reviews and assessments of export compliance matters with appropriate personnel at GD Corporate Headquarters.
TS/SCI
Bachelor’s Degree in Business Administration or related field
Minimum 10 years of related export control and compliance management experience
Associate of Society for International Affairs, desirable
Extensive knowledge of International Traffic in Arms (ITAR), Export Administration Regulations (EAR), U.S. Customs Regulations and U.S. Treasury – Office of Foreign Asset Controls (OFAC) and Permanent Import Regulations (BATFE).
Familiarity with U.S. government and other electronic license systems such as D-Trade, SNAP, AES and EASE
Familiarity with the Foreign Corrupt Practices Act
Proficiency in international shipping and transportation guidelines
Excellent interpersonal, communication and organizational skills
Competencies in judgment and decision making ability.
Periodic travel is required
