FINANCIAL MANAGER

Job Description 

MAJOR DUTIES:

  • Serving as the Assistant Chief, Fiscal Service, working collaboratively with the Chief Financial Officer (CFO) in the administration of the financial management program

  • Formulating, developing, preparing, reviewing, and executing the annual budget (VABHS is comprised of three major divisions, and a number of outpatient clinics throughout Eastern Massachusetts. The VABHS is a large multi-mission medical center that serves as a major medical research facility)

  • Supervising the accounting, payroll, travel, budget, accounts receivable and agent cashier staff

  • Maintaining an automated and fully integrated system of financial staff services in accounting, budgeting, travel, payroll, financial analysis, and reporting

  • Performing Quality Assurance for the Fiscal Service, internal audit and functional review programs to ensure compliance and program effectiveness

  • Rendering authoritative policy interpretations and functional recommendations

  • Serving as acting CFO during the absence of the CFO with responsibility for the full range and scope of CFO duties

  • Performing other duties as required

    QUALIFICATIONS REQUIRED:

    BASIC EDUCATIONAL REQUIREMENT: A degree in accounting or a related field such as business administration, finance, or public administration from an accredited institution that included or was supplemented by 24 semester hours in accounting (the 24 hours may include up to six (6) hours of credit in business law). You must submit transcripts with your application to support this requirement.


    OR

    BASIC EDUCATIONAL SUBSTITUTION: Four (4) years of experience in accounting OR an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge that also included one of the following may be substituted for the basic educational requirement:

  • Twenty-four (24) semester hours in accounting or auditing courses that can include up to 6 hours of business law;

  • A certificate as a Certified Public Accountant or a Certified Internal Auditor obtained through written examination; or

  • Completion of the requirements for a degree that included substantial course work in accounting or auditing (e.g., 15 semester hours that does not fully satisfy the 24-semester hour requirement provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field such as valuation engineering or financial institution examining; (b) a panel of at least two high level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements

    IN ADDITION TO THE BASIC EDUCATIONAL REQUIREMENT/SUBSTITUTION, THE GS-13 REQUIRES: One (1) year of specialized experience as a financial manager that includes: developing, recommending, and implementing budgetary and financial policies; interpreting and assessing the impact of new and revised policy on the formulation and execution of budgets; projecting and analyzing the effects of budgetary actions on program viability and attainment of program objectives; developing new methods and techniques of budgeting for the forecasting of long range funding needs; accessing, retrieving, processing, interpreting and analyzing complex automated information; knowledge of quality management techniques and responsibilities; and analyzing resources to identify variances and opportunities. To receive credit for these skills, they must be documented in your application/resume. Experience must be equivalent to at least one year of experience at the GS-12 grade level in Federal service.

    REQUIREMENTS (Failure to comply may be grounds for withdrawal of an offer of employment, or dismissal after appointment):

    Applicants must meet any physical, language, license or degree requirements.
    Applicants must be citizens of the United States.
