Our Technology and Management Solutions group is a premier provider of information management, information technology, and enterprise technology solutions to government customers at state, local, and national levels, as well as internationally. The TMS group is growing and we are looking for a senior, mid, and junior level investment analysis professionals to work on-site for a Federal client in Washington DC.
The investment analysis professional will be responsible for performing complex cost and financial modeling to develop program and project investment analyses in the federal government environment.
The ideal candidate will have: - Experience with business case development and review
- Life cycle cost estimating
- Benefits estimation and operations research analysis
- Integration and communication of business case results, conclusions and recommendations
- Strong writing, updating and reviewing policy
- Solid collaboration experience across an organization to support executive decision-making
- Experience framing business cases, consolidating all the elements of the business case and communicating the business case results to decision-makers
- Experience developing and/or evaluating life cycle cost estimates in support of investment decisions
- Experience developing benefits analysis; design and development of simulations, databases, models, tools, and statistical techniques to analyze proposed changes
- Experience with independent reviews of outside studies
- Experience performing analyses related to work force planning investment analysis policy
- Experience conducting market surveys to verify all potential material and non-material solutions to a mission need
- Experience developing life cycle cost and cost/benefit analyses and provide expert opinion on the accuracy, completeness and reasonableness of such analyses
- Experience developing risk analyses to assess the risks associated with costs, benefits, schedule, technical performance, human factors, safety and security
- Experience conducting iterative tradeoff analyses among cost, schedule, performance, and benefits used to determine the most advantageous and reasonable solution to a core set of requirements
- Experience supporting the development, revision, update, packaging, and delivery of Investment Analysis (IA) training
- Department of Transportation experience
Requirements Required Qualifications: - Bachelor's Degree in a relevant field
- Experience with cost estimating methodologies, including learning curve, production and rate effects, data collection techniques, data validation and normalization techniques, cost estimating relationship development, risk analyses, and estimating phasing
- Experience with independent cost estimates, business case analyses, net present value, return on investment analyses, acquisition management and cost benefit analyses.
- Proficiency in Microsoft Office
- Cost modeling tools, including Crystal Ball, SAS, SEER-SEM, ACE-IT, or PRICE
- Experience managing client relationships
- Strong writing skills to include experience contributing to proposals and position papers
- Experience performing economic analyses to assist with the determination of resource allocation and realignment
