Job Description

Job Responsibilities:
GENERAL SUMMARY: Performs analytical and technical tasks in support of military operations; works under limited supervision; performs additional duties as assigned.

PRINCIPAL DUTIES/RESPONSIBILITIES:Attend program management reviews, ILS reviews, meetings, conferences, briefings and other significant program activities and events occurring in CONUS or other country locations as required to perform ILS analysis (training) in support of the C-130J (Training) Kuwait FMS program in support of the Naval Air Systems Command. Identify and analyze, the ILS issues discussed and recommend preferred courses of action to resolve problems identified at such meetings. Assess requirements for training devices for Navy and DoD programs and provide recommendations applicable to both domestic and international programs. Perform student throughput and needs assessments as well as other substantiating analysis to support the recommendations. Develop training plans for Navy and DoD weapons systems tailored to both domestic and international program needs. Analyze weapons system characteristics, operational and support requirements, unique student needs and other pertinent information in developing the plan.

Analyze Navy, DoD and foreign operator training systems and provide recommendations to improve training effectiveness and/or lower the cost of training. Develop recommendations for achieving maximum efficiency of training assets by considering all potential customers. Analyze manpower requirements for Navy, DoD and foreign operators of existing and proposed weapons systems and recommend training course requirements, student throughput, course phasing and other significant requirements. Integrate these requirements into an overall logistics plan for the weapons system.

Provides analytical and technical support to projects involving training, tactical/operational documentation, military systems design or other efforts requiring military operations expertise; researches, identifies, and recommends resources required for task execution and completion; serves as technical advisor to clients in assigned subject areas, recommending changes and identifying areas for further investigation; develops and tests new systems or updates existing systems to meet client needs; identifies and recommends emergent relevant technologies that may result in improvements to current processes; writes and updates project documentation including system procedures, presentations, and training materials; may provide work leadership to less-experienced personnel; maintains current knowledge of relevant technologies and subject areas; participates in special projects as required.

Required Education:
EDUCATION AND EXPERIENCE

A Bachelor's degree in the Arts or Sciences is required. A Master's degree in the Arts or Sciences may be substituted for two (2) years of professional experience. Two (2) years of experience in field related areas may be substituted for one (l) year of college.

Required Work Experience:
SKILLS AND ABILITIES:

A minimum of 6 years work experience in the fields of logistics support is required. Of the 6 years work experience at least 2 years of training specific experience is required. The candidates should demonstrate education and experience commensurate with the skills required to perform a wide range of analysis, development of worthwhile recommendations, and prepare clear, succinct reports for management consideration. The quality and breadth of the candidates demonstrated experience, as well as significant contributions to the success of FMS logistics programs(training), are considered very important in assessing candidates for this position

Other Desirable Requirements:
Experience in program acquisition management is also highly desired.
