Required Skills: Typically requires a Bachelors degree in Finance, Business Administration, Economics, or related discipline with a minimum of 3 years of related experience; Masters degree in similar disciplines with a minimum of 1 year of related experience; or PhD in similar disciplines. Broad knowledge in one or more related fields of the following areas: Service Center Administration, Financial Analysis, Budgeting and Reporting, or Workforce Planning. Extensive understanding and wide application of principles, theories, concepts and techniques in finance or acquisition. Experience in creating budgets, generating reports, and analyzing complex data sets. Experience in preparing monthly financial reports and/or presentations and delivering to Senior Management team. Intermediate to advanced experience with excel. Experience with a large institutional database system such as Oracle, and familiarity with collecting data from a front end system. Excellent customer service skills. Ability to communicate effectively with all levels of personnel.
Desired Skills: Knowledge of applicable Laboratory policies and procedures, NASA policies and procedures, and government regulations. Experience in administering a service center. Advanced use of PC-based software applications. Demonstrated flexibility and willingness to handle change. Extensive experience in identifying, learning, and applying new IT tools to business and technical procedures and processes. Aptitude for details with the ability to work well under pressure.
Requirements
Will: Be a member of the 376 Business Operations Group (3716) and will report to the 3716 Group Supervisor. Will be responsible for Service Center Administration of one or more service centers which includes budgeting, reporting, variance analysis, billing, and failed transaction resolution. Prepare yearly service center budgets including multiple scenarios and versions for presentation to Senior Management. Prepare/approve/track purchases and update customers on status. Manage several Blanket Purchase Agreements and/or Indefinite Delivery Subcontracts. Be involved in various process improvement initiatives in the areas of software implementation, redesign of process flows, and/or billing. Serve as a mentor to less senior staff.
Responsible for directing all aspects of a broad range of administrative functions, including the areas of finance, human resources, facilities, acquisitions, communications, safety, IT, property assets, EH&S compliance, documentation and day to day operations, for Laboratory organizations in support of strategic goals and objectives. Ensures organizational, management, and employee compliance with Institute policies and procedures, as well as Government regulations. May act as liaison to other Laboratory organizations, including representation of and participation on various committees. May oversee events/programs for organization and/or Laboratory.
Analyzes complex financial and workforce data to identify and report significant impacts to operations, costs, and schedules. Performs complex and in-depth variance analyses and recommends courses of action for significant financial and business matters. Analyzes (non-technical) job requirements and creates requests for contractor personnel. Addresses significant financial and business issues as organization’s representative on committees. Performs complex and varied job functions and activities within discipline. Exercises discretion and independent judgment to compare and evaluate various methods, approaches, and resources and decide which will best accomplish each aspect of such assignments and projects. Actions and decisions will have a significant positive impact on a functional organization due to improvements in methods, use of technology, and/or policies and creation of additional work product that increases value of the functional organization. Provides direction and mentoring to others within the organization. Regular use of creativity and innovation to address important issues. Analysis of situation or data requires identification, review and interpretation of complex factors as well as decisions as to policies, procedures and practices. Interactions normally involve exchanging and validating comprehensive and analytical information. Contributes as a key team member on teams inside or outside own organization, project, activity or function.
