Information/Data Architect

Description:
ICF International's Technology and Management Solutions Group is seeking an Information Architect with a background in data governance to support a federal agency in implementing effective data governance policy and processes across the agency. The Information Architect will help the agency understand its data and information assets. They will provide consultation to senior leadership, business subject matter experts, and partnering organizations to develop and focus information lifecycle management strategies, data sharing strategies, and analytical or reporting needs. The Information Architect will work within the Enterprise Architecture team to align data and information needs within a federated enterprise architecture. This position is on client site in Bethesda, MD.

The Information Architect will write to, speak with, and advise clients by analyzing data and data sharing interrelationships, understanding the business impact of the risks and threats clients face, evaluating systems management technology and strategy, providing design and implementation best practices, providing modeling support, and helping clients organize and plan for the future of systems and information management environment.

Day-to-day duties and responsibilities:

  • Provide enterprise architecture, information architecture and data governance architecture "thought leadership"
  • Perform research to formulate recommendations
  • Contribute to the development of strategies, policies and best practices through participation in management meetings and other direct contributions
  • Interface with senior client management and business users to map out and document business requirements, data and information needs, and data exchange flows
  • Document baseline business processes, systems, information, and technologies. Identify opportunities for organizational improvement and communicate strategies to achieve desired results
  • Identify and collect information necessary to prepare and maintain Governance artifacts through various methods such as client staff interviews, industry publications and facilitated meetings
  • Prepare management and technical presentations
  • Develop and cultivate strong customer relationships
  • Prepare and submit status reports

Requirements
The ideal candidate will possess the following qualifications:

  • Maintain a current level of expertise in data management, data exchange, and solutions architectures, tools, and techniques
  • Must have a solid understanding of, and experience with, governance frameworks developed to resolve data ownership, sharing, and access rights within a federated environment
  • Must have a solid understanding of approaches to facilitate inter-organization data exchanges
  • Demonstrates understanding of science-based research needs and healthcare issues
  • Must have experience working for government as a consultant or similar environment.
  • Strong analysis and technical skills
  • Strong planning and organizational skills
  • Desire to develop and enhance federal enterprise architectures
  • Balance the theoretical with reality, proposing effective compromises to satisfy agency information management objectives
  • Have excellent written and verbal communication skills and interpersonal skills
  • Have the ability to work collaboratively and cohesively in a team environment, while being able to work independently as needed to ensure client commitments are kept


Required skills:
  • A minimum of 10 years experience performing business analysis, information analysis, information/data architecture development, and/or developing solution architectures
  • Modeling (BPMN, UML, IDEF, ERDs, etc)
  • Requirements elicitation and documentation
  • Experience working for government as a consultant or similar environment
  • Meeting facilitation and presentation experience
  • Developing and cultivating strong customer relationships
  • Solid computer skills with Microsoft applications (Word, Excel, PowerPoint, Project and Visio preferred)


Desired skills:
  • Knowledge of enterprise architecture concepts and approaches. (Business, Performance and Information related products/concepts in particular)
  • Understanding of governance structures, frameworks, and decision rights
  • Understanding of data architecture theory and methodologies
  • Exposure to scientific research or healthcare environments
  • Technical experience as an IT or solutions/database developer
  • Previous federal civilian consulting experience
