Job includes development of a Concept Plan and/or Force Design Update to activate an Engineer Brigade or Group headquarters that will provide command and control for all Echelon Above Corps Geospatial and Topographic units and to provide technical oversight of all embedded Army geospatial engineer teams. Specifically, the analyst will: Conduct a detailed mission analysis and develop a concept of employment with mission statement, functions, capabilities, and limitations.Develop an unconstrained organization design (TDA) with personnel and equipment requirements.Develop and analyze potential bill payer solutions. Present bill payer options to stakeholders for decision.Prepare a workload assessment to validate personnel requirements for HQDA approval.Prepare Concept Plan/Force Design Update and staffing package for HQDA approval and assist in its staffing.Determine impacts on materiel programs.Prepare and present executive level briefings and attend meetings to coordinate actions. Prepare read-ahead packages for meetings.Develop Command Plan input as required.Requirements: Person assigned to this task must be familiar with Army Force Management processes as outlined in Army Regulation 71-32 - Force Development and Documentation-Consolidated Policies. Person must also be familiar with typical Army unit functions, missions, and organizations.Army Functional Area 50 qualification or completion of the Army Force Management Course (AFMC) or is preferred. Experience in Army force management positions and previous Concept Plan or Force Design Update package development is desired.HQDA Force Management experience is desired.Experience in Army Engineer units and or Corps of Engineers is desired.Person assigned to this task must be capable of working independently and with the demonstrated knowledge, skills and expertise necessary to perform all assigned duties, working with action officers and senior officers. Successful candidate must possess strong verbal and written communication skills and an excellent working knowledge of Microsoft Word, Excel, and PowerPoint. Education and Experience: Bachelor's Degree required, Masters Degree preferred. Candidate must possess a current DoD SECRET or higher clearance.Applicants selected for this position require a current background screening and the ability to maintain a security clearance.
