Scope of Responsibilities:

 

 

This position will have a leadership role in managing NCTC vendor relationships while developing and implementing strategies for the  procurement of NCTC products with emphasis on securing favorable product purchase pricing and terms while mitigating contractual risk.  Working in conjunction with the Hardware Operations Department, the Director of Strategic Procurement will manage and perform strategic procurement functions including product category-based planning, execution of formal sourcing processes and negotiation of purchase contracts representing the best interests of the NCTC membership. 

  

 

 

 

Requirements Responsibilities and Essential Job Duties:                  

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required.

  

  • Negotiate, or support VP & GM of Hardware as 2nd chair, on new and renewal hardware procurement contracts.Manage, administer, and advise senior management & HW Committee on various business aspects of NCTC HW procurement contracts, vendor performance, and negotiations.  Is the responsible administrator of the portfolio of contracts by making sure that deals are completed, renewed or rebid on time.Manage and execute strategic procurement-related goals as set forth in the NCTC Hardware Business Plan.Developing and maintaining relationships with member supply chain/procurement staff.
  • Build comprehensive long-term agreements with key vendors for strategic positioning. Perform and manage formal strategic sourcing projects through competitive solicitations as assigned by VP & GM of Hardware.Fulfill vendor relationship management holding the vendor accountable, while supporting a constructive relationship.Administer the system for monitoring performance of vendors and the metrics associated with vendor management.
  • Provide sourcing and contract-related information to the NCTC Hardware Operations Department to ensure appropriate ongoing vendor management.Monitor, track, and analyze hardware procurement contract terms across the NCTC portfolio.Developing and maintaining relationships with mid level supplier representatives.Assist VP & GM of Hardware on development and execution of Strategic Plan for Hardware Department.
  • Support the VP & GM of Hardware, on key initiatives.Assist VP & GM of Hardware on development and delivery of quarterly board book updates and minutes.Interact with NCTC accounting for financial reporting, management, and organization.
  • Assist the Hardware Operations Department on vendor management escalations due to vendor nonperformance.Collaborate with NCTC Business and Legal Affairs to create appropriate purchase agreement terms and conditions and incorporate such key terms and conditions as part of purchase agreements.
  • Collaborate through cross-functional communication to NCTC internal teams to create and execute cohesive procurement plans, processes, and strategies to the benefit of the overall NCTC membership.
  • Build documentation of procurement processes and process improvements designed to ensure efficiency, effective communication, and best in class service to the overall NCTC membership.

  

Required and Preferred Skills and Qualifications:

To perform the job successfully, the following skills and experience are required for the position (or preferred as indicated).

 

  • College Degree required.  BA or higher in Business or Engineering strongly preferred.
  • Keen understanding of technology and hardware procurement contracts required.
  • Keen understanding of formal procurement sourcing methods and management through use of competitive solicitations (RFPs) required.
  • Excellent negotiations skills and experience required.Excellent personal relationship/communications skills required.
  • Ability to manage multiple projects simultaneously required.
  • Excellent presentation skills (verbal, written, and analytical) required.
  • 5+ years contracts procurement experience in broadband, technology, or telecom industry procurement experience strongly preferred.
  • 5+ years business management experience preferred; emphasis on cable, technology, or telecom industry strongly preferred.
  • Formal Purchasing Certifications (e.g., CPM) preferred.Knowledge and understanding of metrics/measurement tools related to supply chain preferred.
  • Proficient in Microsoft Office Word, Excel, and Power Point.
