Description
Job Purpose: To direct and oversee the coordination of mental health and social service programs and Project LAUNCH.
Education:
Master of Social Work, Counseling or related field. Knowledge of professional counseling principles and practices. Preferred: Experience as a clinical social worker providing assessment, diagnosing and treatment.
Qualifications:
1. A minimum of five years experience in maternal child health/public health.
2. Knowledge of professional principles and practices including expertise in the field of
family-centered care, knowledge of professional counseling skills and interventions.
3. Working knowledge of public health, community health issues, preventative measures
and community resources.
4. Demonstrated experience in mobilizing service systems, management, policy analysis
and strategic thinking.
5. Experience in coordinating projects across local service systems.
6. Ability to work effectively with diverse populations and guide staff with insight into
cultural issues.
7. Valid Iowa driver’s license and insurance coverage required by Visiting Nurse Services
and State of Iowa Regulations.
8. Knowledge of Microsoft Office package, i.e. Excel, Word, Power Point and Outlook.
Requirements
Responsibilities and Duties:
1. Assist with the development new mental health programs based on identified community
needs, resources, and partnership opportunities.
2. Conduct ongoing evaluation of policies and services. Participate in strategic planning
process.
3. Participate in the recruitment process and assume responsibility for selection of staff.
4. Maintain adequate staffing to carry out grant requirements and provide supervision and
monitoring of staff activities and responsibilities.
5. Provide professional guidance for staff regarding client care, agency policies and
procedures, and continuous improvement in client care within the mental health programs.
6. Complete yearly budgets and monitor and track financials on a monthly basis.
7. Responsible for performance appraisals and assisting staff in developing a professional
development plan.
8. Excellent written and oral communication.
9. Ability to manage budgets effectively.
10. Provide direct services as needed and guidance for the delivery of mental health services.
11. Ability to collaborate effectively within the team to achieve team goals.
12. Ability to utilize data in program evaluation.
13. Provide direction for the delivery of the Project Launch Program at the local level and work
in close coordination with community partners.
14. Conduct ongoing review of clinical practice and documentation of care provided by staff to
assure compliance with standards and regulatory requirements.
15. Conduct an environmental scan mapping out public and private systems and programs in
the community that serve the zero to age 8 population and their families.
16. Conduct a financial mapping of the funding streams that support programs in this
community that address the physical, emotional, social, and behavioral health of children
zero to age eight.
17. Develop and implement a comprehensive family-centered local health promotion plan for
children from birth to age eight that links local and state efforts to support young child
wellness.
18. Implement and sustain the infrastructure and programs that address young child
wellness.
19. Coordinate activities supported by Project LAUNCH with programs supported by the Title V
MCH Block Grant.
20. Work with the State to create an integrated service system planning and oversight Council
on Young Child Wellness.
21. Guide the establishment of interagency collaborations with other community-based, child
and family serving public agencies.
22. Cooperate with and provide data for the evaluation of Project LAUNCH both at the local
and national level.
23. Represent the agency at meetings and on committees and participate in public relations
and community activities that promote Project LAUNCH.
24. Performs other duties delegated by the President/CEO.
