SERVICES MANAGER/DEVELOPER - FOSTER CARE (Winchester, VA)
In this dynamic supervisory position you will have a broad range of tasks that will allow you to demonstrate your abilities. The Services Manager/Developer - Foster Care will have administrative oversight of and carry out all aspects of a new Foster Care program.
During the course of your work the Services Manager/Developer - Foster Care:
Ensures the Foster Care program is in compliance with state, federal, licensing, COA and agency standards.
Develops, interprets and implements program operational philosophy, goals, and objectives congruent with the Lutheran Family Services of Virginia, Inc. mission, values, vision and strategic direction.
Ensures that all functions in assigned area of responsibility are performed accurately and in a timely manner
Ensures that treatment and funding documentation is processed timely
Ensures the accurate completion of documentation in a timely mannerEnsures that client and parent files are maintained in accordance with the rules and regulations established by the Commonwealth of Virginia,
As requested establishes agenda and facilitates disposition meetings regarding cases
Assists with handling the intake process to include taking referrals from the Department of Social Services (DSS); gathering information on the referred child(ren); reviewing family options; calling proposed family to discuss possible placement
Assists, as needed, with placement process that may include pre-placement visits, meetings and completion of necessary paperwork
Provides clinical support (within scope of practice) to staff assigned
Represents agency at community meetings and events
Maintains strong working knowledge of all applicable regulatory, funding and agency guidelines
Participates in the recruitment, development and support of resource families; ensuring that positive and proactive relationships are maintained with families/; and facilitates ways to bring families into a “team" relationship with staff, DSS, etc.
Provides administrative and operational supervision to assigned staff
Provides effective performance management through staff evaluation, coaching and counseling
Recruits, trains and assists program staff in goal setting; the accomplishment of program and individual goals; work methods and processes in accordance to agency policies and procedures
While performing the above tasks, you must also ensure that program services are provided in compliance with the Virginia Department of Social Services licensing requirements; the Code of Virginia; accreditation standards of the Council on Accreditation; as well as Agency procedures.

Master’s degree in Social Work or other Human Services field with 3 years experience in child and family services with at least 1 year supervisory experience preferred
Minimum Bachelor’s degree and 5 years child and family services experience and minimum 2 years supervisory experience
Licensure preferred
Demonstrated skill in administrative program management and supervision
Good oral, written, interpersonal and communication skills
Ability to work effectively with people from diverse backgrounds
Familiarity with state licensing , Medicaid and COA standards
Valid Virginia Drivers’ License and proof of insurance
Satisfactory Driving Record (less than -5 points)
Ability to drive agency vehicle and access to a personal vehicle
Ability to work a flexible work schedule including weekends
Basic computer skills and experience working with Microsoft Office
Ability to observe health and safety regulations
