Description Deadline: Return to Borough Office no later than November 13, 2009 by 5:00 pm BOROUGH OF CHAMBERSBURG POSITION OPENING CLASSIFICATION: Water Treatment Plant Operator Trainee GRADE: 8 RATES OF PAY: (2009) Grade 8 - Hiring in rate – range $15.41 - $17.91 Grade 7 – When working shift alone - Operator I Hiring in rate – range $ 15.94 - $18.44 Grade 6 - After passing WA1 operator examination - Operator II Grade 5 - After obtaining a WA1 certificate to operate the Borough’s Water Treatment Plant - Operator III NOTE: Advancement to positions above Grade 5 will be at the discretion of the Department Head based on the need to fill job vacancies. PLACE OF WORK: Water Treatment Plant, Fayetteville, PA Water Department HOURS OF WORK:Swing Shift – 7:00 AM to 3:00 PM, 3:00 PM to 11:00 PM, 11:00 PM to 7:00 AM DAYS OFF: 3 weeks Saturday and Sunday, 3 weeks Monday and Tuesday (repeat the same) TYPE OF WORK: As a trainee, assists in the operation of the Water Treatment Plant and performs a variety of routine operator, maintenance and custodial duties. Supervisory Controls Receives close supervision and specific instructions relative to assigned tasks from plant operator. Duties As a trainee, participates and assists in: monitoring of operating panels at regular intervals and recording readings as required; making chemical tests for pH and chlorine residuals; checking and inspecting of equipment such as feeders, chlorinators, flow meters, etc.; making minor adjustments to feed mechanisms, control valves, etc.; receiving, unloading and storing of chemicals and supplies; cleaning, mopping, painting, mowing, seeding, snow removal, etc. When working alone, incumbent is responsible for plant security and for the shutdown of facilities in the event of an emergency. Normally, good working conditions. Occasionally exposed to dust, dirt, heat, fumes, grease, noise, etc. Working with and in the presence of various chemicals requires adherence to strict safety precautions. Occasional physical demand required in lifting, moving, and storing of supplies; housekeeping; etc. Operates vehicles. Helps water supply and transmission personnel as required. MINIMUM REQUIREMENTS: 1. Must be a high school graduate or have an equivalency diploma. 2. Must have good math skills. 3. Must have a basic knowledge of mechanical and electrical machinery. 4. Must have a valid Pennsylvania Motor Vehicle Operator’s License. 5. Employee must complete at least one water treatment course annually which is     acceptable to the State Board for Certification of Sewage Treatment Plant and     Waterworks Operators. This will show continued progression toward the      experience required to receive a WA1 operator’s certificate. 6. Employee shall take and pass the State WA1 Operation Certification Exam within     four (4) years from the date of hire as a Water Treatment Plant Operator Trainee.     In the event that the employee does not take and pass the WA1 examination within     the four (4) year time period, the employee will be required to switch shifts with     a more qualified employee who has passed the WA1 operator examination provided     the more qualified employee wishes to switch shifts. The shift switch will take    place after the employees test score is available. The experience requirement for a WA1 Waterworks Operator Certificate are: Total Experience = 8 years. Minimum Experience = 4 years. An applicant may receive credit towards total experience in following ways: (a)For successful completion of each grade of school (grades 9, 10, 11 or 12), the experience required may be reduced by three months. (b)For the successful completion of each sewage treatment or waterworks short course, as applicable, of at least 24 hours duration or equivalent which is acceptable to the Board, the experience required may be reduced by three months. (c)For the successful completion of each correspondence course in sanitary engineering, sewage treatment or water treatment, as applicable, which is acceptable to the Board, the experience required may be reduced by six months. (d)For the successful completion of each academic year with major work in engineering, chemistry or other scientific subjects closely allied to the field of sewage treatment or water treatment, as applicable, the experience required may be reduced by one year. Appropriate credit may be given for completed semesters or other normal portions of an academic year. (e)For each graduate degree in engineering, chemistry or other scientific subjects closely allied to the field of sewage treatment or water treatment, as applicable, the experience required may be reduced by one year. (f)For each year's experience as a graduate sanitary engineer in the field of sewage treatment or water treatment, as applicable, the experience required may be reduced by one year. (g) Experience in the design, construction or operation of sewage, water or industrial waste treatment plants or allied fields may be evaluated by the Board and applied to reduce the minimum experience requirements. (h) For the successful completion of each sewage treatment or waterworks on-the-job training course acceptable to the Board, comprising approximately 330 hours classroom instruction and approximately 70 hours on-the-job instruction, the experience may be reduced by one year. METHOD OF SELECTION: 1.Employees working for the Borough of Chambersburg will be considered first; 2.If a Borough employee does not fill the position, outside persons will be considered in accordance with the Borough's Equal Employment Opportunity Policy.
