SUMMARYPlans, organizes, oversees, and administers Patient Financial Services (PFS) full system optimization and utilization, PFS system training, development of best practices with PFS technology, as well as information system strategic planning. Ensures that the related programs and systems comply with accepted PFS principles within our shared services. .Assumes responsibility for the development of departmental goals in collaboration with the Senior Director. Responsible for management of the budget. Collaborates with other team members to continually improve services and in support of the management team. In collaboration with other managers, develops policies and procedures to support the department and the provision of quality patient account management.QUALIFICATIONSEDUCATION and / or EXPERIENCE, LICENSURE AND CERTIFICATIONBachelor degree in business, information technology, or healthcare administration (or equivalent combination of education and experience). Seven years patient financial services experience including three year’s in a leadership capacity and at least two years in a formal information technology role in an organization of size and complexity comparable to Spectrum Health.Masters Degree Preferred. ESSENTIAL FUNCTIONS include the following:Assists in development of patient financial services goals and plans. Achieves such goals by working with members of the Technology & Information Systems (TIS) and PFS staff, other SHH- Grand Rapids management, and appropriate committees.Provides direction for the overall PFS system utilization and optimization and ongoing education of PFS staff.Provides strategic leadership and direction to all systems performance related activities for Patient Financial Services. Anticipates customer needs and directs the provision of services to all customers. Ensures that staff responds to requests for services, information, records, and data on a timely basis. Ensures PFS system education and development priorities support and align with corporate goals and objectives.Directs the activities of professional and support staff to ensure effectiveness and efficiency. Selects, trains, develops, and evaluates direct reports and initiates personnel actions in accordance with departmental policies and organization philosophy.Participates on various committees. Assumes leadership role, as appropriate.Analyzes new software applications and/or enhancements in order to determine potential value to the Patient Financial Services department. Keeps abreast of industry trends as well as all Spectrum Health Information Systems that may impact the Department.Oversees and manages the preparation and development of departmental custom reports to meet the requirements of organization management and staff, analyzing and, ensuring they are complete, accurate, and prepared on a timely basis. Develops, implements, and modifies system requirements. Oversees the maintenance of internal database files and tables and maintains systems to ensure efficient operations and processing. Purchases hardware and software necessary to operate systems and align with Patient Financial Services TIS strategic road map.Manages and negotiates system contracts to ensure optimal organizational return on investment.Directs the development and timeliness of departmental audits for HIPAA, payer, departmental, organizational and federal compliance.Plans, coordinates and directs departmental activities for area(s) of responsibility through consistent application of policies and procedures and through support for an educational plan that meets the needs of the staff and assures their competence.Develops and administers departmental policies and procedures. Identifies policies and procedures needed for and participates in the writing, reviewing and revising of revenue cycle policies and proceduresDevelops capital and operational budgets for area(s) of responsibility. Routinely monitors, manages and controls budget(s). Analyzes variances and takes appropriate action.Understands and articulates the impact of product functionality option choices available, product integration with third party interfaces, and database design decisions; possess advanced knowledge of product functionality; understands interrelationships between product domains; troubleshoots product functionality problems.Solicits, gathers and understands customer input in process analysis and design; is able to identify root causes and intended/unintended effects of changes; is able to see issues, problems, or solutions that are not obvious to others; is able to design processes that are simple, effective, and easy to execute.Understands the customer work flow processes and can identify improvements; is able to provide product development organization based upon customer needs and the appropriateness of product functionality and design; exhibits strong interview techniques to gather customer specific information for use in the design process.Is able to clearly direct and assign responsibility for tasks and decisions; sets clear objectives and measures; monitors process, progress, and results appropriately; delivers timely and objective feedback on accomplishments.Demonstrates reliable attendance to maintain the safety and welfare of our patients.Demonstrates by attitude and action recognition of the importance of positive/professional interaction with co-workers. Communicates effectively and respectfully with co-workers and staff of other affiliates.
