Role Overview

CISTO is an Army Civilian Personnel program located at the Hoffman Building 1 in Alexandria, Virginia.  The mission of CISTO is responsible for setting long-range, strategic direction and policy governing the management and utilization of Department of the Army civilian employees. TCI Consultant will be responsible for management and oversight of program and policy development to ensure effective management of civilian employees, management and operation of the Army Civilian Personnel Operations Centers (CPOCs) and Civilian Personnel Advisory Centers (CPACs), and for evaluation and management of employees and administration of the civilian personnel program Army-wide.  Within this organization, the Civilian Information Services Division (CISD) provides operational support to a variety of civilian personnel management programs.  This support includes programming and executing budgets for automation, training, and centralized civilian personnel operations.  CISD, utilizing a mix of government and contractor personnel, is responsible for all automation support provided to the Office of the Assistant G-1 for Civilian Personnel (AG-1(CP)).

Responsibilities:

The Consultant is  responsible for redeveloping the U.S. Army Civilian Personnel On-Line (CPOL) Web page.  This will involve developing a graphic design that effectively communicates the ideas being promoted by the Web site.  It will involve initial planning meetings, meeting with the client to discuss ideas for the layout and organization of the site, the types of colors or images to use (photos, illustrations, videos, etc.), and other matters concerning the overall graphic design. 
  • Identify system and subsystem requirements, validating the design to ensure requirements are met, making recommendations to resolve issues or to enhance system performance, and developing technical program documentation.
  • Participate in technical interchange meetings and collaborate with other engineers, developers, and project management to coordinate integration and ensure compatibility of hardware, operating systems, database tools and applications.
  • Perform software requirements analysis on the existing system to retrofit software requirements document.
  • Translate the client's marketing or informational content into a functional website.
  • Mapping or outlining a website???s structural content.
  • Create and/or edit images and graphics for CPOL use.
  • Determine all coding requirements for CPOL creation including: e-commerce capability, forms and specialized scripts.
  • Create templates of approved CPOL layout.
  • Code CPOL using HTML, or GUI design software.
  • Coordinate with programmers for specialized scripts.
  • Create verbal content for CPOL or using approved content from the client.
  • Integrate verbal content with site design for final product
  • Post completed site to internet server using FTP software
  • Make changes to CPOL as directed by the client
  • Submit completed CPOL search engines.
Requirements A Bachelor of Science Degree in Engineering, Computer Science, Mathematics, or Statistics or a related field from an accredited college or university and five to ten years of experience performing the Web Design.
