Description APS Healthcare, partnering with Thomson Reuters, has been selected by the New York State Department of Health to manage the state's Medicaid clinical best practices utilization review program. This program examines how Medicaid patients utilize medical services and explores patterns of potentially unnecessary care and opportunities for improving patient safety or quality of care. The results of sophisticated analytics will be provided to physicians and clinics to enhance the opportunity to improve clinical outcomes. The project leverages the clinical and behavior change expertise of APS Healthcare and the unique analytic and predictive modeling capabilities of the Thomson Medstat Advantage Suite. The project will review the healthcare services delivered to three million fee-for-service Medicaid patients.

APS has an exciting opportunity for an Analyst, Medical Economics in our White Plains, NY office. The Analyst assists the Analytics Director in establishing and implementing strategic and tactical solutions and in the performance of complex analysis, research, and evaluation. Provides complex analysis and meets reporting requirements. Provides direction and insight into determining project needs and has direct interaction with external vendors regarding analytical goals. Under the oversight of the Analytics Director, maintains project-level responsibility for projects and deliverables. May also contribute to development activities, as necessary.

Responsibilities:
� Performs analysis and reporting of health care data, both from internal and vendor sources. Synthesizes information and imparts personal knowledge and able to provide peer reviewer feedback.
� Assists in preparing and developing presentations and proposals according to the projects needs and specifications.
� Assists in formulating options and recommendations for the project; writes reports (standard and ad hoc on utilization, access, quality of care, and health care cost) to support the recommendations.
� Provides peer review and oversight.
� Prioritizes own consulting projects; organizes project workflow; and provides timely updates to Director and/or Executive Director. Develops presentations and participates in the preparation and development of proposals according to ongoing project needs and specifications.

Education:
� Graduate degree or equivalent. Clinical education also considered.

Qualifications:
� Minimum of 3-5 years experience with analytics and reporting
� Background in the health care field, preferably working with managed care and/or public sector populations in a business/ finance/ analyst role
� Demonstrated ability in using word processing, spreadsheets, and database software
� Familiarity with advanced statistical and reporting applications, such as SAS and SPSS
� Demonstrated ability in project leadership and coordination
� Ability to provide insight through analysis and reporting as it relates to standard and ad hoc on utilization, access, quality of care, and health care costs
� Present and explain complex information in ways that are meaningful to varied stakeholders
� Ability to perform customer service/account management tasks
� Set priorities with multiple stakeholders
� Analyze data and understand results in a way which provides insight and clarity for customers.
� Work with other stakeholders (internal and external) to meet and exceed goals and expectations
