Description There is currently one full-time position available with the Office of Assessment and Information Services (OAIS) at the Oregon Department of Education in Salem. This office has two primary functions: Student Assessment and the collection, validation and reporting of data for education research, policymaking, and operations. The technical expertise of staff in this unit is available to districts to support business and financial functions.



The primary purpose of this position is to oversee, direct, and provide oversight to OAIS projects; to provide agency leadership utilizing project management theories; and to assist with streamlining the approval, reporting, and completion of projects. This position reports directly to the Chief Information Officer.

Major duties include:

Project Management
Monitor, track, and report on technical agency projects. Identify risks in projects. Inform Chief Information Officer (CIO) of project progress, slipping timelines, and waiting requests. Provide weekly reports to CIO on projects' progress. Deliver progress reports to Executive management and Department of Administrative Services as needed. Facilitate project approvals for agency IT projects, and shepard enterprise IT projects through DAS-IRMD process. Communicate with other agency offices when IT projects are at risk and may be delayed. Inform executive management of communication issues and work to have projects that are slipping in schedule renegotiated with agency offices. Provide training/mentoring to agency staff on project submission and approval processes.

Continuous Process Improvement
Provide leadership on technical best practices; leveraging System Development Lifecycle (SDLC), Control Objectives for Information and Related Technology (COBIT), Information Technology Infrastructure library (ITIL), and Project Management Body of Knowledge (PMBOK) guidelines as appropriate. Identify risks in process. Refine and streamline IT project processes based on agency changes and emerging industry practices (including Agile development methodology). Work with agency and district customers to train them in best practices and current processes.

Team Management
Direct Applications and Database development teams through existing team lead structure. Participate in weekly management and team lead meetings. Develop consistent policies to manage subordinate staff and determine resource needs for section. Enforce existing agency policies and all terms of collective bargaining agreement. Conduct interviews and hire new staff. Evaluate staff performance on a regular basis and annually through formal performance evaluations. Handle disciplinary actions and respond to grievances.

IT Governance
Provide training to statewide district and ESD partners on new data collection regulations, policies, rules, and techniques. Solicit feedback on technical processes from state and local IT directors/managers. Assist CIO with resource planning, budget, policy impact, district requests, and agency project requests. Serve on the Data Governance Committee as technical advisor, recommending project prioritization and approval based on technology schedule and resource availability.
Requirements Your PD100 application form will be reviewed to verify that you meet the requirements stated in this section. To receive credit, your application form must clearly show that you have:

  • Three years of management experience in a public or private organization which included responsibility for:
    a) development of program rules and policies,
    b) long- and short-range goals and plans,
    c) program evaluation, and
    d) budget preparation;

    OR

  • Three years of professional experience as a program/project leader, assigning and reviewing work of professional staff (e.g., engineers, etc.) including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget.

    Graduate level course work (48 quarter or 32 semester hours) in management may be substituted for one year of the required experience.

    Experience and familiarity with the following software is preferred but not required: Microsoft Visual Studio, Microsoft Team Foundation Server, Microsoft SharePoint, Microsoft Internet Information Server, and Microsoft SQL Server (including Analysis and Reporting Services).
